About this opportunity
The Fish and Wildlife Service seeks a firm fixed-price contract for complete pump replacement at Flint Hills National Wildlife Refuge in Hartford, Kansas, with quotations due August 27. This is a total small business set-aside.
Place of performance is Maxwell Pumping Station, Flint Hills National Wildlife Refuge, approximately 2.5 miles north of Hartford, Kansas. Work must be completed within 80 calendar days from Notice to Proceed, scheduled Monday through Friday, 7:30 AM to 4:00 PM, excluding weekends and Federal holidays unless approved by the Contracting Officer.
The contractor must install a three-phase submersible pump with minimum 5,000 GPM capacity and 30 feet of head, capable of pumping river water with small particulates. The pump must be 4-pole, single-stage, connected to 12-inch underground piping (upsized to 15 inches after a flow meter) with corrosion-resistant materials (fiberglass, stainless steel, or equal). A 12-inch flanged flow meter measuring 2,000–6,000 GPM with 1% allowable error must be installed in a lockable metal clamshell cover. The pump casing requires 304 stainless steel mesh screens positioned at a 35–50 degree angle if submerged. Electrical connections run underground from the pump to an onsite Variable Frequency Device tower. The contractor must have a minimum of five years' experience with similar dewatering or conveying projects and provide a 5-year parts and labor warranty. A licensed Kansas Professional Engineer must approve pump startup procedures. The Flint Hills NWR will provide heavy equipment and dirt work.
Davis-Bacon prevailing wage requirements apply (wage determination KS20260020). A bid bond of 20 percent or $70,000 (whichever is less) is required; performance and payment bonds equal to 100 percent of contract price are required upon award. Evaluation uses Lowest-Price Technically Acceptable methodology, weighting technical capability and price equally. A mandatory site visit is scheduled for August 4, 2026, from 8:00 AM to 11:00 AM EDT. NAICS 237110; PSC Y1PZ. Amendment 1, effective August 13, adds updated Statement of Work and current pump information and testing attachment; acknowledgment of amendment receipt is required.
