The Department of State, US Embassy Paris seeks kitchen and bathrooms renovation for apartment B211 in a U.S. Government residence located in Boulogne-Billancourt, France, with proposals due September 18, 2026. Amendment 0001 cancels the prior RFQ (19FR6326Q0073) in its entirety effective September 2; contractors must acknowledge receipt of this amendment prior to the proposal deadline or face offer rejection.
Place of performance is 92100 Boulogne-Billancourt, France. The kitchen renovation must be completed within 13 weeks of contract award, and the bathrooms renovation within six weeks. Work hours are Monday through Friday, 9:00 AM to 12:00 PM and 1:00 PM to 5:00 PM, excluding American and French holidays. The property remains occupied during construction; the contractor must minimize disturbances and use only the service stairwell.
Scope includes removal of existing fixtures, installation of specified materials (ceramic tile flooring, Franke sink with Howdens faucet, Roca suspended toilets, Grohe BauEdge faucets, EGLO and Schneider lighting and cabinet fixtures, ACOVA towel dryers), plumbing and electrical work, and final cleanup. All work must comply with French and European building codes and the more stringent of EM-385-1-1 or French occupational safety regulations. The contractor must submit detailed drawings and product data for Contracting Officer Representative approval before commencing work.

Performance and payment protection of 50 percent of contract price is required within ten days of award. Award will be made to the lowest-priced, technically acceptable, responsible offeror without discussion unless the Government determines discussions are necessary. The anticipated contract value range is $25,000 to $100,000. A pre-proposal site visit is scheduled for September 9, 2026, at 10:00 local time. NAICS 236118; PSC Z2FA.
