About this opportunity

The Federal Aviation Administration is requesting proposals for the purchase, installation, and post-installation support of a King Air 360 Extended Range (ER) Level D Full Flight Simulator to be located at the Mike Monroney Aeronautical Center (MMAC) in Oklahoma City, Oklahoma. The solicitation (6973GH-26-R-00060) will be awarded to a single offeror using a Lowest Price Technically Acceptable (LPTA) evaluation methodology. Key contract requirements include simulator qualification to 14 CFR Part 60 standards, removal of the existing Airbus A330 simulator, site preparation with appropriate facility modifications, and post-installation operational support with a mandatory 95% annual availability rate. Proposals will be evaluated on administrative compliance, past performance with similar projects valued at $10 million or more completed within five years, technical approach (simulator design, site preparation/installation methodology, and post-installation support strategy), and price. The question and answer period closed on March 16, 2026, and the proposal submission deadline is 4:00 PM Central Time on April 22, 2026. An optional pre-bid site visit was scheduled for March 19, 2026, at the MMAC facility.

This is an unrestricted, competitive procurement with no set-aside designation, and there are no named incumbent contractors identified in the solicitation documents. The contract structure combines Firm Fixed Price, Time and Materials, and Cost Reimbursable pricing components across multiple contract line items. The base period contract value is estimated at $539,104 for five years, with Option Period I valued at $475,782 (three years) and Option Period II valued at $350,521 (two years), yielding a total potential contract value of $1,365,407 across the full ten-year period if both options are exercised. The contract includes a minimum guarantee of $10,000 and requires all post-installation support services to be provided Monday through Friday from 6:00 a.m. to 6:00 p.m., with optional extended weekend and holiday hours. Large business offerors must submit a Small Business Subcontracting Plan with minimum goals of 43.02% small business, 5% small disadvantaged business, 5% women-owned small business, and 5% service-disabled veteran-owned small business participation, and all offerors must be registered in the System for Award Management (SAM) to be eligible for award.
