About this opportunity
The Oklahoma Army National Guard (OKARNG) is seeking a contractor to provide Kids Camp Family Programs for dependent children ages 9-18, structured as a comprehensive residential summer camp experience. The solicitation is a Lowest Price Technically Acceptable (LPTA) Firm Fixed Price (FFP) contract issued under Full and Open Competition, with proposals due by May 28th, 2025, at 08:00 a.m. CST. Potential contractors must have a current and active System for Award Management (SAM) registration and submit proposals via email to MacKenzie Boyd and Ryan Moehle. Technical proposals will be evaluated as either "Acceptable" or "Unacceptable" based on specific criteria including site management, employee background checks, camp location, liability insurance, activity listings, and food safety compliance. Questions regarding the solicitation are due by May 5th, 2025, and the government will not reimburse any proposal preparation costs.
The contract encompasses a single Contract Line Item (CLIN) for a Kids Camp program located in Oklahoma City, with a potential three-year ordering period from July 1, 2025, to June 30, 2028. The camp is expected to accommodate approximately 175-225 participants and will require comprehensive services including lodging, meals, outdoor activities, and supervised programming. The procurement falls under NAICS code 721214 for Recreational and Vacation Camps, with a standard size of $9.0M. The facility must provide separate accommodations for boys and girls, offer multiple activities like horseback riding and swimming, and meet specific nutritional and safety standards. Delivery will be FOB Destination, and the government intends to award the contract without further discussions, focusing on meeting the defined Performance Work Statement requirements that aim to promote resilience and quality of life for National Guard dependent children.

************************AMENDMENT 00001, Questions and Answers********************
The purpose of this amendment is to include the questions and answers below:
Question 1: Is our proposal supposed to include the price for three camp sessions, or only one?
Answer: The proposal should include the price for three camp sessions occurring between the Period of Performance. Each camp session pricing stands alone and is to include all costs.
Question 2: Can you please confirm the date you are expecting to hold these/this camp? Since it is multiple years, are you expecting more than 1 camp per year? How soon will we know the dates, as we need to plan for camp space.
Answer: We prefer the second week of July but are open to late July/early August. We are only doing one camp a year. The expectation for an award is sometime in June 2025.
Question 3: Is there any incumbent/recompete or is this a brand-new project? If yes, could you please provide us with their award number or even if the customer bought similar services in the past.
Answer: There is no incumbent
This amendment does not extend the proposal due date nor the time. Proposals are due 28 May 2025 by 8am CST. Proposals are to be emailed to MacKenzie Boyd, mackenzie.a.boyd.civ@army.mil and Ryan Moehle, ryan.moehle@us.af.mil.
