About this opportunity

The National Institutes of Health, Office of Logistics and Acquisition Operations, intends to award a contract without full and open competition to Keyence Corporation of America for Keyence microscope software modules, with responses due by September 2, 2026, at 9:00 AM Eastern time.

The anticipated contract value does not exceed the simplified acquisition threshold of $350,000. The procurement is classified under FAR Part 13 Simplified Acquisition Procedures. The NIH's UDP Translational Laboratory requires three specific Keyence software modules—Hybrid Cell Count, Macro Cell Count, and 3D Analysis—to extend the analytical capacity of an existing BZX1000 Keyence fluorescence microscope system. These modules will enable accurate single-cell detection, automated whole-tissue quantification, and three-dimensional reconstruction of cellular structures to support genetic variant research and clinical studies within the NIH Undiagnosed Diseases Program.

Interested parties must submit capability statements, technical proposals, cost-price proposals, period of performance, UEI, TIN, and business size certification to Vishnuvajjala Hanumanth Rao, Lead Purchasing Agent, at vishnuh@mail.nih.gov. All offerors must maintain active SAM registration. The government retains sole discretion to proceed non-competitively or conduct a competitive procurement based on responses received. NAICS code 423830 applies; PSC code is 7B22.

Notice text

  1. Title: Keyence Microscope Software Modules

  1. Background Information: The UDP Translational Laboratory conducts functional studies to investigate genetic variants identified in participants of the NIH Undiagnosed Diseases Program. The laboratory relies heavily on high‑resolution fluorescence microscopy to characterize patient‑specific cellular phenotypes that support clinical research and variant interpretation. The current BZ‑X1000 Keyence fluorescence microscope requires additional software to perform advanced analytical capabilities required for these studies. The purpose of this procurement is to acquire the Hybrid Cell Count, Macro Cell Count, and 3D Analysis Keyence software modules to extend the analytical capacity of the existing BZ‑X1000 microscope system. These modules will enable: • Accurate single‑cell detection. • Automated whole‑tissue quantification • Three‑dimensional reconstruction of cellular structure
