About this file

This is a Notice of Intent/Presolicitation Synopsis for a non-competitive procurement by the National Institutes of Health (NIH), Office of the Director, for Keyence microscope software modules. The NIH intends to award a contract to Keyence Corporation of America (669 River Drive, Elmwood Park, New Jersey 07407-1361) without full and open competition under FAR Part 13 Simplified Acquisition Procedures, with an anticipated contract value not exceeding the simplified acquisition threshold of $350,000. The procurement is classified under NAICS code 423830 (Wholesale Trade - Miscellaneous Commercial and Industrial Machinery and Equipment).

The requirement is for three specific Keyence software modules—Hybrid Cell Count, Macro Cell Count, and 3D Analysis—to enhance the analytical capabilities of an existing BZX1000 Keyence fluorescence microscope system used by the UDP Translational Laboratory. These modules will enable accurate single-cell detection, automated whole-tissue quantification, and three-dimensional reconstruction of cellular structures to support genetic variant research and clinical studies within the NIH Undiagnosed Diseases Program. Interested parties must submit capability statements, technical proposals, cost-price proposals, period of performance, UEI, TIN, and business size certification by September 2nd, 2026, at 9:00 AM Eastern time to Mr. Vishnuvajjala Hanumanth Rao, Lead Purchasing Agent, at vishnuh@mail.nih.gov. All offerors must have active registration in the System for Award Management (SAM). The Government retains sole discretion to proceed non-competitively or conduct a competitive procurement based on responses received.

GENERAL INFORMATION

1. Title: Keyence Microscope Software Modules

2. Background Information: The UDP Translational Laboratory conducts functional studies to investigate genetic variants identified in participants of the NIH Undiagnosed Diseases Program. The laboratory relies heavily on high‑resolution fluorescence microscopy to characterize patient‑specific cellular phenotypes that support clinical research and variant interpretation. The current BZ‑X1000 Keyence fluorescence microscope requires additional software to perform advanced analytical capabilities required for these studies. The purpose of this procurement is to acquire the Hybrid Cell Count, Macro Cell Count, and 3D Analysis Keyence software modules to extend the analytical capacity of the existing BZ‑X1000 microscope system. These modules will enable: • Accurate single‑cell detection. • Automated whole‑tissue quantification • Three‑dimensional reconstruction of cellular structure
