About this opportunity
The Department of the Interior Bureau of Reclamation issued RFQ 140R3026Q0079 for a key inventory project at Davis, Hoover, and Parker Dams on July 1, 2026, with the most recent amendment (Amendment 0004, effective August 28, 2026) canceling the solicitation. The Government is currently reviewing acquisition strategy and will issue a new solicitation at a later date.
Prior to cancellation, the procurement was a 100% small business set-aside limited to women-owned small businesses (WOSB), with NAICS code 561990 (All Other Support Services) and a $16.5 million size standard. Place of performance spans three locations: Hoover Dam (Boulder City, Nevada), Parker Dam (Parker, California), and Davis Dam (Bullhead City, Arizona).
The scope required a comprehensive onsite inventory and documentation of all door openings across the three facilities, totaling approximately 1,138 openings (921 at Hoover, 100 at Parker, and 117 at Davis). Contractor personnel would catalog locking and latching devices, controlling hardware, and access control components; provide photographs and technical cutsheets for each opening; install QR tags; and upload data into Openings Studio desktop software integrated with the Government's existing SimpleK platform. Field teams were limited to 3 to 5 personnel per site per day, with contractor personnel required to comply with strict security protocols including daily badge issuance and Government escorts at all times. The period of performance was 90 calendar days from contract award, with a delivery date of October 30, 2026.
The solicitation used Lowest-Priced Technically Acceptable (LPTA) evaluation criteria with one firm-fixed price award. Amendments extended the quote deadline from July 16 to July 30 (Amendment 0001) and then to August 13, 2026 (Amendment 0003), with revisions to the Statement of Work marked in Amendment 0003. Service Contract Act prevailing wage rates applied across three geographic regions.
