About this file
This file is a Questions and Answers attachment for federal contract opportunity 140R3026Q0079, addressing clarifications on an inventory requirement related to door openings documentation and system integration.
The requirement involves conducting an independent inventory of approximately 921 door openings at Hoover Dam and inputting the data into Openings Studio with native connectivity to SimpleK, without requiring custom API development. The Government will not disclose budget or Independent Government Cost Estimate information, requiring vendors to develop their own pricing based on solicitation requirements. This is a new requirement with no prior contract performance history. The contractor will independently identify hardware manufacturer and model information during on-site inventory activities, with the inventory process separate from existing SimpleK data to ensure verification. Field teams are limited to 3-5 personnel per day given the site's complexity, with minimal vehicle transportation needed as openings are accessed primarily on foot within the dam structure. Additional escorts can be arranged with advance notice to support contractor field operations.

Attachment 4, 140R3026Q0079 Key Inventory Questions & Answers
1. Budget/Estimate - Is there an estimated budget or Independent Government Cost Estimate (IGCE) range available for this requirement?
Answer: The Government does not disclose the Independent Government Cost Estimate (IGCE) or internal budget information. Vendors must propose pricing based on their own assessment of the solicitation requirements.
2. Prior Performance/Recompete Status - Has this inventory requirement been performed previously under a prior contract, or is this a new requirement?
Answer: This is a new requirement.
3. Openings Studio / SimpleK Integration Scope - The SOW describes Openings Studio as needing to be “connected/attached” and “linked” to SimpleK. Can the Government confirm this refers to using the vendor’s existing native connectivity between the two platforms, rather than requiring custom development or API integration work?
Answer: Yes, the Government is looking for native connections versus any API or custom development.
4. Hardware Documentation - Does the Government have existing records identifying the manufacturer and model of hardware currently installed at each opening (e.g., from prior maintenance records or the current SimpleK system), which would be provided to the Contractor for verification? Or is the Contractor expected to identify hardware manufacturer/model information independently during the on-site inventory?
Answer: The inventory and input into Openings Studio will be independent of SimpleK as the Government is looking for verification as well during this effort.
5. Site Mobility - Hoover Dam Given the scale of Hoover Dam (approximately 921 door openings), will the Government provide any mode of transportation (e.g., UTV, golf cart, vehicle access) between openings, or should the Contractor plan for personnel to move between all locations on foot?
Answer: The need for a vehicle is minimal due to the openings being within the Dam which is accessed mostly by foot.
6. Escort Availability and Team Size - The SOW notes that additional escorts can be arranged with advance notice. To help us plan field team size and scheduling, can the Government advise on a practical maximum number of simultaneous escorts, and maximum Contractor personnel, typically available per site, per day?
Answer: Limit team size to 3 to 5, given the complexity of location.
