About this opportunity

The Army Contracting Command seeks competitive quotes for base life support services supporting Keris Strike 2026 military exercise in Malaysia, with quotes due June 24, 2026 at 1 p.m. Hawaii Standard Time and questions due June 19 at 1 p.m. HST. This is an unrestricted procurement with no small business set-aside.

Place of performance is Malaysia, specifically Sabah region including Kota Kinabalu and nine designated logistics sites (L1–L9), with period of performance July 3 through August 3, 2026.

Services encompass base life support (portable latrines, handwash stations, showers with hot water, power generation, lighting, air conditioning, fans, tents, refrigeration units, ice delivery, furniture, laundry, trash and hazmat disposal, gray water management, sandbags), transportation (climate-controlled passenger vans with 7+ seat capacity, 4x4 pickup trucks, and 16-foot box trucks, all with drivers), and interpreter services (simultaneous English-Malay translation, basic and military-specialized tiers). The contractor bears all costs including fuel, maintenance, repairs, Defense Base Act insurance, tolls, and base access fees. All equipment must be operational by 1200 hours on July 3 and removed by 1600 hours on August 3. Equipment operators must hold valid host nation licenses, maintain 24/7 availability, speak conversational English, and comply with 12-hour maximum work shifts and 800-kilometer daily mileage limits. All personnel require security clearance, base access authorization, and antiterrorism training within 30 days of award.

Contractors must submit firm-fixed-price quotes in USD or MYR, valid for 90 days minimum. Submissions include signed solicitation with total price, completed order form with itemized pricing, technical approach with equipment photos and itemized tent lists demonstrating Berry Amendment compliance (textile and fabric components not exceeding $200,000), and up to three past experience examples using the Experience Worksheet. Contractors must be registered in SAM.gov and PIEE/WAWF at submission. The Government will award to the responsible offeror whose offer is most advantageous considering price (evaluated for reasonableness via competitive quotes), technical approach, and recent and relevant experience (within three years); no discussions will occur. Evaluation weights price, technical approach, and relevant experience approximately equally. Invoicing occurs at contract end with no interim financing. NAICS 561210, PSC W099.

Amendment 1 issued June 18 updated all attachments; Q&A posted June 18 clarifies that interpreters are not required from contractors, the Berry Amendment threshold applies across the total acquisition, the U.S. Government is exempt from Malaysian Sales and Service Tax, a NIST SP 800-171 self-assessment (not older than three years) must be posted in SPRS prior to award, and CMMC certification is not required.
