About this opportunity
The Air Force Lifecycle Management Center at Wright Patterson Air Force Base is conducting a Request for Information to identify contractors capable of developing a non-destructive inspection supplement for the KC-46A aircraft, with responses due by July 27, 2026.
The effort requires creation of a digitized, standalone KC-46A Non-Destructive Testing Manual supplement extracting 51 approved inspection tasks from the existing Boeing NDT Manual. The supplement must address three NDT methods: X-Ray (4 tasks), Ultrasonic (24 tasks), and Eddy Current (23 tasks), tailored to Air Force 5-skill-level and Depot-level maintainer competencies. Procedures must specify task number, method, inspection title, and applicable reference standards, with calibration guidance referencing Tech Order 33B-1-2.
Technical capabilities required include demonstrated expertise developing aircraft NDT documentation and familiarity with seven specified instruments: Epoch 650 ultrasound system, Nortec 600D eddy current, Bondmaster 600 bondtesting, Lorad LPX-160 and SPX-160 X-ray systems, Industrex HPX-1 and HPX-1+ computed radiography, GE Flex I & II and CR50P computed radiography, and VMI 5100MS computed radiography. Respondents must demonstrate past experience with KC-46A or comparable aircraft platforms and ability to access reference documentation.
Capability packages must not exceed ten pages and should address manpower, technical expertise, past performance, reference documentation access, and level of interest in competing. Responses are due electronically by 3:00 PM EDT on July 27, 2026, to Contract Specialist Kole Hargrave and Contracting Officer Luke Waterman. All prospective contractors must be registered in SAM prior to contract award. This RFI does not constitute a commitment to issue a future solicitation.
