About this file

This is a Request for Information (RFI) issued by the Air Force Life Cycle Management Center (AFLCMC/WLC) in support of the KC-46A Program Office seeking contractor input on creating an Air Force supplement to the Boeing Non-Destructive Test (NDT) Manual specific to the KC-46 platform. The effort involves developing a digitized, standalone KC-46A Non-Destructive Inspection (NDI) supplement containing only relevant KC-46A inspections from the existing Boeing NDT Manual, tailored to Air Force maintainer skill levels and AF-approved equipment. The final deliverable will support aircraft inspections with calibration references directed to the 33B-1-2 standard.

Responses must be submitted electronically by 3:00 PM EDT on July 27, 2026, to Contract Specialist Kole Hargrave (Kole.hargrave.2@us.af.mil) and Contracting Officer Luke Waterman (Luke.waterman@us.af.mil). Interested parties should submit a capability package not exceeding 10 pages, excluding cover page, addressing their manpower, technical expertise, past experience with KC-46A or similar aircraft, and ability to access reference documentation. Respondents must identify their level of interest in competing (likelihood scale from not likely to highly likely), describe any teaming arrangements, and provide business identification including company name, address, contact information, CAGE Code, UEI Number, security clearance level, and socio-economic status. The Government will not pay response costs, and responses to the RFI will not be returned. All prospective contractors must be registered in the System for Award Management (SAM) database prior to contract award. This RFI does not constitute a commitment to issue a future RFQ or award a contract.

REQUEST FOR INFORMATION

KC-46A Non-Destructive Inspection (NDI) Supplement

AFLCMC/WLC

A. Description

The Government in support of the KC-46A Program Office is seeking information on contractors interested in and capable of supporting its requirements for creating an AF supplement to the current Boeing Non-Destructive Test Manual (NDT) specific to the KC-46 platform.

THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes – it does not constitute a Request for Quote (RFQ) or a promise to issue an RFQ in the future. This request for information does not commit the

Government to contract for any supply or service whatsoever. Further, the Government is not at this time seeking quotes and will not accept unsolicited quotes. Respondents are advised that the

U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party’s expense. No funds have been authorized, appropriated, or received for this effort. Not responding to this RFI does not preclude participation in any future RFQ, if any is issued.

The information provided may be used by the Air Force in developing its acquisition strategy, statement of work/statement of objectives, and/or performance-based specifications. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response. Contractors/Institutions responding to this RFI are placed on notice that participation in this survey may not ensure participation in future solicitations or contract awards.

B. Background

The KC-46 Aircraft provides worldwide, day and night, and adverse weather aerial refueling to receiver-capable US, allied, and coalition military aircraft, including unoccupied aircraft. The

KC-46 Tanker is a commercial derivative of the Boeing 767-2C aircraft, modified to meet unique

KC-46 Tanker requirements. The KC-46A needs services to support the creation of an AF supplement to the current Boeing Non-Destructive Test Manual (NDT). This effort will create a digitized standalone KC-46A Non-Destructive Inspection (NDI) supplement that includes only relevant KC-46A inspections from the KC-46 NDT Manual. The final digitized delivery shall support A/C inspections.

C. Scope

The Government seeks Industry’s input regarding a potential requirement for services to develop a Non-Destructive Inspection (NDI) supplement. This Performance Work Statement (PWS) outlines the contractor support needed to assist the United States Air Force (USAF) in creating an Air Force-specific supplement to the current Boeing Commercial Non-Destructive Test (NDT)

Manual.

The supplement will be tailored to Air Force maintainer skill levels and aligned with

AF-approved equipment. Required tasks will include only the inspection steps necessary to perform the procedures using the equipment identified in the PWS, with all initial calibration references directed to the 33B-1-2. This capability will be established within the Sustainment

Integrated Product Team (IPT) of the KC-46 Program Office. The technical requirements can be found in attachment 1.

Interested parties must provide information and documentation that clearly demonstrate and justify their technical capability to perform these services.

Please answer the below questions:

1. Does your company currently have the manpower, technical expertise/skill set, and capability to write NDT tasks for various inspections. Please answer either ‘Yes’ or ‘No’.

2. If the answer to Question #1 is “No,” no further action is required. Thank you for your response.

3. If the answer to Question #1 is “Yes,” has your company provided these services previously?

4. If the answer to Question #3 is “Yes,” please identify which aircraft and how you accomplished this.

5. Describe in detail, your company’s experience during the past five years with KC-46A or other Aircraft of similar form or functions.

6. What is your company’s interest in competing for this effort?

7. What timeframe would be required to provide a proposal?

9. How long can the Government expect to wait between award and initial delivery of completed tasks? Not looking for all 51 to be completed at once.

10. Are you able to access existing 33B or platform specific TOs for reference?

D. Organizational Conflict of Interest

Organizational Conflict of Interest (OCI), as defined and discussed in FAR 9.5, and

Organizational and Consultant Conflicts of Interest, are a concern in all acquisitions across the

Department of Defense. Early involvement with our industry partners is a key element of the

OCI process, and it is critical for the Government to be able to identify any potential OCI issues as early as possible for an acquisition. This would allow ample time to address and evaluate any potential OCI issues, if required, prior to contract award with minimal impact to critical acquisition schedules.

Interested vendors are requested to evaluate your potential OCI issues with regard to this requirement, and the Contractor is encouraged to identify any OCI issues, as stated in FAR 9.5, to the Contracting Officer (CO). This will assist the CO in determining if the contractor will need to submit an OCI Mitigation Plan for any solicitation that might result from this notice.

E. Information Requested / Instructions for Response • Page size shall be 8.5 x 11 inches;

foldouts are permitted but will be assessed towards total page count.

• Pages shall be single-spaced. The font shall be Arial and the font size shall be no less than ten

(10) point and no more than twelve (12) point. Use at least a 1-inch margin on the top and bottom and ¾ inch side margins.

• Capability statements need to fully address the critical areas identified above.

• Responses shall also include the following information:

Interested parties should submit a capability package, with a cover letter, that is brief and concise, yet clearly documents the Contractor’s ability to meet the stated requirements with sufficiently qualified personnel. Provide qualification information (type and duration of employee experience relevant to the requirements), the level of involvement (prime or subcontractor), and the time periods for work on similar projects. The capabilities package should clearly present evidence that the interested party is fully capable of providing the required services and as such may contain any information that the interested party feels is relevant.

As this is an RFI document, initial prospective business responses should be in the form of a

Capability Package. The Capability Package should include the following elements:

Submit a 10-page (maximum) paper, not including cover page, describing the items listed above.

The responses should be formatted as follows:

1) The level of contractor’s interest (likelihood of submitting a proposal as a prime contractor:

not likely, somewhat not likely, likely, somewhat likely, highly likely)

2) Address potential teaming arrangements (if likely to submit a proposal).

3) If a teaming arrangement is considered, describe the tasks the prime would perform versus tasks the subcontractor would perform.

4) Prospective Business Identification

a. Company Name

b. Address

c. Phone Number

d. E-mail

e. Point of Contact Information

f. A website address that provides additional information about the prospective business

g. The highest security clearance that your company currently holds.

h. Verify your business status as Small, Small Disadvantaged, Woman-Owned, 8(a) Certified, Service-Disabled, Veteran-Owned Business, etc.

5) Identify company Cage Code, Unique Entity Identifier (UEI) Number, size/socio-economic status (large, small, 8(a), etc.) for NAICS 541990 and provide any other information that the Air

Force should consider in reviewing the response.

6) If a list of Government and/or commercial contracts are provided, please include the following information:

a. Contract number and description of services

b. Contracting officers’ name, address, and telephone number

c. Program managers’, project leads’, and/or technical leads’ name, address, telephone number, and a list of tasks performed for these personnel.

Due Date: Responses are due not later than 3:00PM EDT on 27 July 2026. The Government will not accept late submissions or extend this deadline. Send responses electronically to

Contract Specialist, Kole Hargrave, Kole.hargrave.2@us.af.mil and the Contracting Officer, Luke Waterman, Luke.waterman@us.af.mil.

Respondents who submit proprietary data shall clearly mark the data with appropriate markings.

Any questions should be directed to the Contract Specialist and Contracting Office. Responses to the RFI will not be returned.

Please note that all prospective contractors must be registered in the System for Award

Management (SAM) database to be awarded a Department of Defense contract. To learn more about this SAM requirement and how to register, please visit the SAM internet website at http://www.sam.gov/ or call 1-866-606-8220.
