About this opportunity
The United States Air Force Materiel Command Lifecycle Management Center at Wright-Patterson Air Force Base is conducting a Request for Information to identify lead Systems Integrators capable of providing comprehensive software integration, sustainment, and support for the KC-46A Tanker program, with responses due December 11, 2026. This is market research for acquisition planning only and does not constitute a commitment to contract or RFP.
The KC-46A Tanker, a military derivative of the Boeing 767-2C, requires consolidation of software efforts across multiple systems including the Wing Aerial Refueling Pod, Remote Vision System, Actuator Control Unit, Avionics Flight Management Computer, Aerial Refueling Management System, Military Data Network, Centerline Drogue System, Tactical Situation Awareness System, and Radar Warning Receiver, with OEM relationships including Eaton, Collins, Boeing, Woodward, GE, and Raytheon. The critical gap emerged when the prior Interim Contracted Support contract concluded in June 2022 without stand-alone software maintenance provisions.
Respondents must demonstrate expertise in agile software development compliant with DoD 5000.87; federated multi-bus avionics integration including ARINC standards 429, 664, 739, and 708, plus MIL-STD-1553B; FAA airworthiness compliance under RTCA DO-178B/C and DO-254; Risk Management Framework and Cyber Survivability Attributes implementation; software configuration management including Computer Program Identification Number labeling; and data rights strategy ensuring Government Purpose Rights or Limited Rights. Respondents must address whether K-SWISS operations should integrate with or remain distinct from the KC-46 SIL Operations & Sustainment contract, with analysis of operational, technical, cybersecurity, cost, schedule, staffing, governance, and risk factors.
Responses require a capability package (10-page maximum excluding cover page) to michael.crane.11@us.af.mil, including contractor interest level, teaming arrangements, company information, security clearance level, business status, previous contract numbers, CAGE Code, UEI Number, and size classification for NAICS 336413.
