About this opportunity
The National Park Service seeks to procure and deliver 200 tons of Hawaii Department of Transportation base course gravel to Kalaupapa National Historic Park on Molokai, Hawaii, with quotes due June 15, 2026, at 5:00 PM Hawaii Time. This is a Total Small Business Set-Aside under NAICS 212321 with a 500-employee size standard.
The gravel delivery comprises 100 tons of ¾-inch and 100 tons of 1-inch HDOT base course material (or 200 tons of 1-inch if ¾-inch is unavailable at order or barge week). Contractor must source, load, fumigate, transport, and deliver all material. Place of performance spans a quarry or supplier location, a staging area for fumigation, Young Brothers Piers 39/40 in Honolulu, and final delivery locations within six miles of Kalaupapa pier on Molokai. Performance period runs July 1 through August 31, 2026, coordinated with a single annual barge sailing (historically Thursday loading 7:30 a.m.–3:00 p.m. HST, Saturday departure).
Fumigation is mandatory using ProFume gas fumigant applied by a currently licensed Hawaii Category 7E certified applicator under the State's FIFRA 24(c) Special Local Need label. Monitoring must use a calibrated Spectros Instruments SF-400 multi-zone monitor to achieve required concentration-time dosage, followed by aeration to 1 ppm or less. All vehicles and containers must be thoroughly cleaned before and after fumigation. Contractor personnel must be physically present in Kalaupapa on barge day for unloading; the licensed fumigation applicator must also be present for potential retreatment if required.
The RFQ is firm-fixed price. Evaluation is based on price, technical capability to meet requirements, and past performance. Quoted pricing must remain valid for 60 days minimum. Offerors must submit active SAM.gov registration confirmation with UEI, signed SF-1449, product cut sheets, past performance references from the last five years, detailed execution approach and subcontracting plans, and strategies for managing the remote island location. The NPS provides round-trip barge transportation, ground transportation in Kalaupapa, HDAB inspection coverage, entry permits, and access to water and facilities. Payment is made through the Invoice Processing Platform. Contracting Officer: Janet Milson (907-644-3710, janet_milson@ios.doi.gov). Contract Specialist: Christie Tapp (360-869-3670, christine_tapp@ios.doi.gov). Amendment 0002 revised the Statement of Work effective June 9, 2026; offerors must acknowledge all amendments with their quotes.
