This is a Statement of Work (SOW) for the purchase, fumigation, and delivery of bulk gravel to Kalaupapa National Historical Park in Kalaupapa, Molokai, Hawaii, dated April 30, 2026, prepared by the National Park Service Pacific Western Region.

The Contractor shall furnish and deliver 100 tons of ¾-inch HDOT base course gravel and 100 tons of 1½-inch HDOT base course gravel, loaded into super dump trucks, end-dump trailers, or approved dump containers suitable for barge transport. All materials must conform to HDOT base course aggregate specifications with no cinder or volcanic material substitutes. The primary scope includes four tasks: (1) purchasing and loading bulk gravel into vehicles compliant with dimensional restrictions (maximum 30 feet length) and weight limits; (2) fumigation of all gravel-laden vessels simultaneously at a contractor-provided staging area using ProFume® gas fumigant applied by a currently licensed Category 7E certified applicator, with continuous monitoring using a calibrated Spectros Instruments SF-400 monitor to achieve required CT (concentration-time) dosage levels, followed by aeration to 1 ppm or less sulfuryl fluoride; (3) transporting treated gravel directly from the staging area to YB Piers 39/40 in Honolulu while maintaining tarp integrity and avoiding CRB host material exposure; and (4) delivering gravel to designated locations within Kalaupapa no later than 9:30 a.m. HST on barge day (Saturday), following NPS representatives to each site. All vehicles and containers must be thoroughly cleaned prior to loading and loading on the barge to prevent invasive pest hitchhikers. Contractor personnel must arrive in Kalaupapa on barge day, coordinate with an NPS representative, and unload gravel only at locations directed by NPS. The licensed fumigation applicator must be physically present in Kalaupapa during delivery operations to conduct potential retreatment if required. All work must be completed in conjunction with the NPS's once-per-year round-trip barge sailing between Honolulu and Kalaupapa in July or August, with barge loading historically occurring on Thursday between 7:30 a.m. and 3:00 p.m. HST prior to Saturday departure. Time is of the essence; failure to meet check-in windows or inspection requirements may result in missed shipment at the Contractor's expense. The Contractor is responsible for all labor, travel, transportation, quarry coordination, staging, materials, fumigation, supervision, licensing, insurance, and equipment. The NPS will request entry permits from the Hawaii Department of Health, provide ground transportation within Kalaupapa on barge day, furnish round-trip barge transportation at no cost, provide access to fresh drinking water and restroom facilities, and cover HDAB inspection expenses. Contractor personnel must comply with all federal, state, and park regulations, the Kalaupapa Settlement Rules, and maintain professional appearance and conduct. The Contractor shall designate a Contract Manager as primary point of contact and ensure all personnel bring adequate meals, beverages, and personal provisions, as no food service establishments are available in Kalaupapa. Invoicing and payment requests must be submitted electronically through the U.S. Department of the Treasury's Invoice Processing Platform at www.ipp.gov.

STATEMENT OF WORK STATEMENT (SOW)

FOR THE

PURCHASE, FUMIGATING, & DELIVERY OF BULK GRAVEL

TO

KALAUPAPA NATIONAL HISTORICAL PARK

IN

KALAUPAPA, MOLOKAI, HAWAII

30 April 2026

Prepared by

National Park Services (NPS)

Pacific Western Region (PWR) – Interior Region 12

1.0 DESCRIPTION OF SERVICES

Kalaupapa National Historical Park (KALA) is located in an isolated setting midway along the north shore of the island of Molokai, in the State of Hawaii. The peninsula is a comparatively flat plateau of lava about 2¼ miles wide, projecting out from a 2,000-foot sea cliff which is accessible by a 3⅛ mile foot trail that traverses on the side of a steep cliff, using a small 9-seater commercial aircraft, or by a small ocean vessel. KALA is unique among units of the National Park System (NPS) system because the Park is still home to an active community of Hansen’s disease patients, whose right to privacy and respect are strictly upheld.

The NPS has a requirement to purchase treated (fumigated) bulk gravel material and for a service provider to transport the bulk gravel material filled in dump trucks or roll-off containers via the annual barge and delivered to various locations in KALA. The Contractor shall accomplish the required services in conjunction with the NPS’s once per year, round trip barge sailing between Honolulu and Kalaupapa, Hawaii (HI) in July or August.

Numerous historic roads within the Kalaupapa settlement have deteriorated and are in dire need of maintenance and repair. Many of these roadway conditions pose significant safety and property hazard to those who travel on them. To maintain the integrity of the cultural landscape and protect the health and safety of employees, residents and visitors, KALA seeks to have selected roadways spot repaired.

Bulk Gravel Material:

100 tons of ¾-inch HDOT base course gravel, and 100 tons of 1½-inch HDOT base course gravel,

1.0.1 BACKGROUND

Roughly 7 miles of unpaved roadways are in need of routine maintenance and spot repair within KALA after the recent Kona low storm events in March. These roadways are part of the iconic scenery representative of this historic site and require regular maintenance to keep the area well-maintained and to reduce potential safety hazards among visitors and residents.

On September 24, 2025, the Molokai Interim Rule § 25-1 went into effect to prevent the further spread of coconut rhinoceros beetle (CRB) to Molokai from other areas within the State of Hawaii. The rule is effective through September 23, 2026, and restricts the transportation of CRB host materials including gravel from outside Molokai to the island.

On February 24, 2026, the National Park Service (NPS) petitioned the Hawaii Department of Agriculture and Biosecurity (HDAB) Board for an exemption to allow treated (fumigated) gravel to be transported to Kalaupapa via the annual summer barge sailing. The purpose of the request was to support spot repairs and maintain safe, reliable roadway conditions for Kalaupapa’s patients, residents, staff, and visitors.

On April 28, 2026, the HDAB Board unanimously approved a one-time exemption authorizing the transport of treated gravel to Kalaupapa. The approval includes specific safeguards, including inspection of the vessels and vehicles transporting the gravel, strict adherence to the approved fumigation process, and reinspection of the gravel upon arrival in Kalaupapa to ensure compliance with invasive species prevention requirements.

1.1 Scope

The Contractor shall provide all labor, travel, transportation, quarry coordination, staging, materials, fumigation of gravel, supervision, licensing, insurance, and equipment necessary to accomplish the tasks listed below:

1.1.1 TASK 1: PURCHASE OF BULK GRAVEL

The Contractor shall furnish and deliver:

• 100 tons of ¾-inch Hawaii Department of Transportation (HDOT) base course gravel,

• 100 tons of 1½-inch Hawaii Department of Transportation (HDOT) base course gravel, All materials shall be loaded into appropriately sized super dump trucks, end-dump trailers, or approved dump containers suitable for barge transport in accordance with dimensional and weight restrictions.

The base course material shall conform HDOT specifications for base course aggregate. No portion of the material shall consist of or contain cinder, volcanic cinder aggregate, or other non-conforming substitute material.

All trucks, trailers, and dump containers used for these services shall be thoroughly cleaned prior to commencing work under this contract. Cleaning must occur prior to loading gravel and prior to sailing on the barge in order to prevent unintended hitchhikers from entering Kalaupapa.

All vehicles and containers must be free from harmful invasive pests, including CRB, coqui frogs, little fire ants, as well as dirt, weeds, mud, plant material, propagative plant parts, seeds, and other organic debris. Cleaning shall include, at a minimum, washing and removal of debris from truck beds, trailers, dump containers, and vehicle undercarriages.

1.1.1.1 TASK 1: ADDITIONAL DETAIL 1

The ¾-inch HDOT base course may require advance quarry production. The Contractor shall coordinate directly with the quarry to ensure material availability and shall account for any required lead time in order to meet the specified barge loading date.

The Contractor shall load each super dump truck, end trailer, or dump container to the maximum allowable legal payload while ensuring compliance with all federal, state, and local transportation laws and weight limits. All vehicles must be road-legal and safe for transport on private, county, state, and federal roadways.

Due to limited docking and maneuvering space at the Kalaupapa Pier, individual truck, trailer, or dump container units shall not exceed 30 feet in total length. Equipment that exceeds this length will not be accepted for loading or unloading.

The Contractor shall coordinate with the NPS for YB check-in requirements, vehicle and equipment requirements for securing barge reservations, and compliance with all barge loading protocols. Failure to meet loading deadlines or inspection requirements may result in refusal of shipment at the Contractor’s expense.

1.1.1.2 TASK 1: ADDITIONAL DETAIL 2

No chemical cleaning agents are required to meet this requirement. Cleaning may be accomplished using water only, such as with a pressure washer or high-volume water hose, provided all visible soil, mud, plant material, and organic debris are removed from required surfaces. The Contractor is responsible for ensuring all cleaned areas are visibly free of debris and suitable for inspection.

1.1.2 TASK 2: TREAT (FUMIGATE) BULK GRAVEL SIMULTANEOUSLY

The Contractor shall provide a secured staging area or yard space of sufficient size to fumigate all vessels carrying gravel (super dump trucks, end trailers, or dump containers) simultaneously.

The staging location shall:

• Be located in an area not designated as high-risk for CRB infestation;

• Be free of green waste, mulch, compost, decaying organic material, or other CRB host materials;

• Provide adequate space for inspection, tarping, fumigation, monitoring, aeration, and post-treatment inspection;

• Allow safe access for the HDAB, NPS, and partnering agencies to conduct inspections.

The fumigation applicator must be a currently licensed Category 7E certified applicator operating under the State of Hawaii FIFRA 24(c) Special Local Need (SLN) label for ProFume® gas fumigant (Douglas Products) for CRB quarantine treatments.

The licensed applicator shall:

• Use the ProFume Fumiguide for dosage calculations;

• Prepare and implement a site-specific Fumigation Management Plan (FMP) in accordance with label requirements and a copy provided to the NPS prior to treatment occuring; and

• Comply with all federal, state, and local pesticide laws and safety requirements.

Monitoring must be conducted using a calibrated Spectros Instruments SF-400 multi-zone monitor equipped with sulfuryl fluoride-specific gas cells.

No alternative gas fumigant or monitoring equipment will be accepted.

Offerors must include in their proposal:

• A copy of the applicator’s current 7E certification/license;

• The serial number of the Spectros SF-400 monitoring unit; and

• Physical address location of the stagging area or yard space;

The Contractor shall coordinate directly with their licensed fumigation applicator to establish a treatment schedule and timeline that ensures the treated gravel is fully cleared and delivered to YB Piers 39/40 within the designated check-in window. Historically, barge loading occurs on Thursday between 7:30am and 3:00pm HST, prior to the Saturday barge sailing. The Contractor is responsible for ensuring all fumigation, inspection, clearance, and transport activities are completed in sufficient time to meet this loading window.

Failure to meet fumigation, inspection, or timing requirements that results in missing the barge loading date shall be the Contractor’s responsibility.

1.1.2.1 TASK 2: ADDITIONAL DETAIL 1

Continuous monitoring is required throughout fumigation to ensure that the required dosage is achieved.

Dosage formula:

D = C × T (CT)

Where:

• C = Concentration (oz per 1,000 cubic feet)

• T = Time (hours)

• CT = Concentration multiplied by exposure time (oz-hours per 1,000 cubic feet)

The required CT value shall meet or exceed the minimum threshold established under the approved SLN label for CRB quarantine treatment.

Monitoring records must be documented and made available to HDOA and NPS upon request.

1.1.2.2 TASK 2: ADDITIONAL DETAIL 2

All vessels carrying gravel must be fully tarped and sealed prior to fumigation. Once fumigation begins:

• Only the licensed applicator may touch, open, inspect, adjust, or remove tarps;

• The Contractor and other personnel are prohibited from disturbing the fumigation setup;

• The integrity of tarps and seals must be maintained throughout treatment.

1.1.2.3 TASK 2: ADDITIONAL DETAIL 3

All vehicles and containers shall be inspected by HDOA, NPS, and partnering agencies:

• Prior to fumigation (cleanliness verification),

• During fumigation (as needed),

• After fumigation and aeration, and

• On delivery of gravel in Kalaupapa.

Inspection may include:

• Photographic documentation;

• Interior and exterior visual inspection and testing for invasive pests;

• Verification of cleaning of beds, containers, tarps, and undercarriages;

• Completion of required compliance and reporting documentation.

Loads failing inspection may be rejected and must be remediated at no additional cost to the Government.

1.1.2.4 TASK 2: ADDITIONAL DETAIL 4

After achieving the required CT, aeration must occur until sulfuryl fluoride concentrations reach 1 ppm or less, verified using a calibrated Spectros SFExplorIR Plus monitor.

The fumigation applicator shall:

• Remove all monitoring equipment and fumigation materials from the vessels;

• Provide written clearance documentation confirming CT achieved and aeration levels verified;

• Ensure the staging area is cleared of fumigation equipment after treatment and monitoring is completed;

1.1.2.5 TASK 2: ADDITIONAL DETAIL 5

Upon completion of aeration and clearance:

• Tarps shall be properly re-secured and maintained in place;

• Vehicles shall proceed directly to YB Piers 39/40 for barge loading;

• The gravel load must remain protected from contamination by invasive pests during transit from the staging area through barge transport and delivery to Kalaupapa.

Any breach of tarp integrity or contamination risk prior to barge loading may require reinspection or retreatment at the Contractor’s expense.

1.1.3 TASK 3: TRANSPORT OF TREATED GRAVEL FROM STAGING AREA TO YB PIERS 39/40

Upon completion of fumigation, successful achievement of the required CT, aeration to 1 ppm or less, written clearance by the licensed applicator, and inspection by HDOA and NPS, the Contractor shall transport all treated gravel directly from the approved staging area to YB Piers 39/40 in Honolulu for barge loading.

All treated gravel shall remain within the same vessels (super dump trucks, end trailers, or dump containers) in which fumigation occurred. Tarps shall remain fully secured and intact during transit. No opening, adjustment, or removal of tarps is permitted after clearance unless authorized in writing by NPS and HDOA.

The Contractor shall:

• Transport the treated gravel directly to YB without intermediate stops, staging, or parking in areas containing green waste, mulch, compost, soil piles, or other potential CRB host materials;

• Ensure vehicles remain free from additional contamination during transit;

• Prevent exposure of the treated load to conditions that could result in reinfestation;

• Maintain custody and control of the treated load at all times until check-in at YB.

The Contractor shall also ensure that sufficient ProFume® gas fumigant and all required fumigation monitoring equipment are included in the barge shipment to YB Piers 39/40 for transport to Kalaupapa. Adequate quantities of fumigant and associated supplies must be provided to allow for potential retreatment of the gravel load in Kalaupapa should CRB or other actionable invasive species be detected during inspection upon arrival.

The licensed 7E fumigation applicator shall be physically present in Kalaupapa during gravel delivery operations. If retreatment is required, the applicator must be prepared to immediately conduct fumigation in accordance with the approved SLN label requirements, including monitoring, achieving required CT levels, and aeration to approved clearance concentrations.

If tarp integrity is compromised, contamination is suspected, required fumigation supplies are not available, or inspection officials determine risk of reinfestation prior to barge loading or upon arrival, the load may be rejected and subject to reinspection or retreatment at no additional cost to the Government.

The Contractor shall arrive at YB within the designated check-in window and comply with all YB freight handling requirements.

Time is of the essence due to the annual nature of the Kalaupapa barge sailing. Failure to deliver treated gravel within the scheduled check-in window may result in missed shipment at the Contractor’s expense.

1.1.3.1 TASK 3 ADDITIONAL DETAIL 1

Historically, the annual Kalaupapa barge loading day for all materials, supplies, vehicles, and equipment (excluding fuel and septic services) occurs on a Thursday, typically between 7:30am and 3:00pm HST at YB Piers 39/40 in Honolulu. The barge departs Honolulu late Friday night and arrives in Kalaupapa early Saturday morning. Upon arrival, the barge is unloaded and reloaded the same day. After completing offloading and backloading operations, the barge departs Kalaupapa Saturday evening and returns to Honolulu. Supplies, equipment, and vehicles transported on the return sailing are generally available for pickup at YB Piers 39/40 on the next regular business day during normal operating hours. Due to the fixed and limited annual sailing schedule, strict adherence to designated loading times and check-in requirements is mandatory.

The Contractor shall be responsible for providing and installing an appropriate method for securing all dump containers to YB–owned 20-foot platforms at YB Piers 39/40 to ensure stability during maritime transit to and from Kalaupapa. Final platform placement and load balancing decisions are at the sole discretion of YB, as they are responsible for balancing all cargo shipments sailing to and from Kalaupapa.

All tie-down, anchoring, and securing equipment shall be rated to safely handle the full gross weight of each container when loaded with gravel, including dynamic loads associated with ocean transport. The Contractor shall ensure all securing devices are in good working condition, properly installed, adequately tensioned, and compliant with applicable cargo securement requirements.

The Contractor must also use and complete all NPS-furnished YB billing of ladings and shipping documents. The completed billing of ladings and shipping documents must be provided to the YB freight clerk when checking in super dump trucks, trailers, or dump containers at YB Pier 39/40. The YB shipping tags and labels should also be placed on all vehicles and equipment at check-in. The Contractor shall notify the COR immediately should items be missing from the billing of ladings or shipping documents.

1.1.3.2 TASK 3 ADDITIONAL DETAIL 2

During transit from the staging area to YB:

• Vehicles shall not be parked unattended unless in a secure, paved, non-organic surface area free from CRB host materials.

• Vehicles shall not enter facilities engaged in green waste processing, landscaping material storage, composting operations, or similar high-risk areas.

• Drivers shall visually inspect tarp integrity prior to departure and upon arrival at YB.

• Any damage, loosening, or breach of tarp containment must be reported immediately to the COR before check-in.

1.1.3.3 TASK 3 ADDITIONAL DETAIL 3

If a vehicle experiences:

• Mechanical breakdown;

• Traffic delay exceeding two (2) hours;

• Tarp compromise;

• Accident or spill;

• Any stop in a location with potential CRB host material exposure;

The Contractor shall immediately notify the COR. The load may be subject to reinspection or retreatment at the Contractor’s expense prior to barge acceptance.

1.1.4 TASK 4: DELIVER BULK GRAVEL TO DESIGNATED LOCATIONS IN KALA

Contractor personnel shall arrive in Kalaupapa no later than 9:30 a.m. HST on barge day (Saturday). Upon arrival and after vessel offloading is complete, Contractor personnel shall retrieve the super dump trucks, end trailers, or dump containers and deliver gravel to specific locations identified by the NPS.

Truck operators shall follow an NPS representative to each delivery site. Delivery locations will be no more than six (6) miles from the Kalaupapa Pier, and all roadways to these locations are accessible to vehicles and equipment. Operators shall unload gravel only at the locations directed by NPS and shall comply with all NPS traffic, speed, and safety requirements while operating within the park.

Upon completion of all gravel deliveries, Contractor personnel shall return the super dump trucks, trailers, or dump containers to the designated staging area at the Kalaupapa Pier for check-in and reloading onto the return barge sailing from Kalaupapa to Honolulu.

1.1.4.1 TASK 4: ADDITIONAL DETAIL 1

Due to limited commercial air service to Kalaupapa, the Contractor shall carefully evaluate travel logistics for barge day operations. The commercial carrier, Mokulele Airlines, operates a 9-seat Cessna Caravan and typically offers only a single scheduled flight from Honolulu to Kalaupapa on Saturdays, departing Honolulu at approximately 8:30 a.m. HST. There are no scheduled commercial flights departing Kalaupapa in the afternoon on Saturdays.

As an alternative to air service, access to and from Kalaupapa may be accomplished via the Kalaupapa Trail. The trail is approximately 3-1/8 miles in length and consists of 26 switchbacks ascending or descending a 1,700-foot sea cliff. The trailhead is located in the Kalae vicinity. From that location, the Contractor would be responsible for arranging ground transportation to or from Hoolehua Airport, approximately 10 miles away.

The Contractor is solely responsible for coordinating, reserving, and paying for all travel associated with performance of this contract, including flights or hiking the trail. The NPS will not be responsible for securing, coordinating, or guaranteeing commercial or charter flight arrangements for Contractor personnel.

Accordingly, the Contractor may wish to consider the potential cost and feasibility of chartering a round-trip aircraft for the required licensed fumigation applicator, truck operators, and/or mechanics on barge day to ensure timely arrival and departure. These considerations are provided for planning purposes only and are not requirements of this contract.
