About this file
This is a Questions and Answers document for federal contract opportunity 140P8226Q0045 KALA FY26 Gravel, addressing vendor responsibilities and operational procedures for delivering gravel to Kalaupapa.
The document clarifies that the vendor is responsible for securing aggregate and related equipment from the start of fumigation through delivery at Kalaupapa to prevent contamination or entry of hitchhiking pests, using tarps, sealed coverings, or other secure methods that must remain in place throughout transport. Once the vessel is unloaded at the Kalaupapa pier by Young Brothers, the National Park Service (NPS) will manage the inspection process and direct gravel delivery to a designated location. The vendor's return schedule should not be affected by post-delivery inspections, provided the vendor has complied with all scope of work requirements. If a load is rejected due to contractor failure to meet loading, fumigation, covering, transport, or other specified requirements, the Government will not reimburse the contractor for the rejected load, return transportation, or associated aggregate, with credit or replacement handled according to contract terms. The Government concurs that contractor equipment should not remain on Kalaupapa following delivery completion, with the only anticipated exception being equipment failures under contractor control. The contractor must provide adequate vehicles, equipment, and personnel, maintain backup capability for continued service if primary equipment fails, and equipment failure does not relieve the contractor from performing contract requirements. If additional treatment is required after inspection, NPS will manage that process in Kalaupapa and determine any release to the staging area.

Q&A for 140P8226Q0045 KALA FY26 Gravel
Q: How will the government secure the equipment and aggregate once at the pier from any hitchhikers from entering the equipment?
A: The vendor is responsible for securing the aggregate and related equipment from the start of fumigation through delivery at Kalaupapa to prevent re-contamination or entry of hitchhiking pests.
This includes providing tarps, sealed coverings, or another secure covering method for the vessel, containers, trucks, or other transport equipment carrying the gravel. The covering or securing method must remain in place after fumigation and throughout transport until delivery at Kalaupapa.
Please refer to Section 1.1.2.2, Task 2: Additional Detail 2, and Section 1.1.2.5, Task 2:
Additional Detail 5.
Q: Is there an inspection process for any CRB once the barge reaches Kalaupapa, and what is the timeline for this process?
A: Once Young Brothers has unloaded the vessel carrying the gravel at the Kalaupapa pier, the vendor will be directed where to deliver the gravel.
Any CRB inspection in Kalaupapa will occur after the gravel has been unloaded from the vessel and delivered to the designated location. NPS will manage the inspection process.
This inspection process should not a ect the vendor’s return schedule once the gravel has been delivered. After delivery is complete, the vendor may return the vessel to the Kalaupapa pier to check in with Young Brothers for the afternoon return sail back to Honolulu.
Q: If an inspector at Kalaupapa deems one or more trucks or containers holding the aggregate contaminated and requires additional on-island treatment, how long will the incubation process take before the aggregate can be released to the staging area?
A: If the vendor has complied with the requirements outlined in the scope of work, any additional inspection or treatment required in Kalaupapa after delivery should not a ect the vendor’s return schedule.
The gravel will be unloaded and placed at the designated location in Kalaupapa for inspection. The vessel, trucks, or containers used to deliver the gravel will not need to remain in Kalaupapa for an incubation period once the gravel has been unloaded and delivered as directed.
If retreatment or additional treatment is required after inspection, NPS will manage that process in Kalaupapa. Any required release to the staging area will be determined through the NPS-managed inspection and treatment process.
Q: If an on-island inspector rejects a load, can the contractor return that load to Oahu and credit the government for the unit cost and for the aggregate in that truck or container?
A: If a load is rejected due to the contractor’s failure to meet the loading, fumigation, covering, transport, inspection, or other requirements outlined in the scope of work, the rejected shipment may be refused or returned at the contractor’s expense.
In that situation, the Government will not reimburse the contractor for the rejected load, return transportation, or aggregate associated with the rejected truck, container, or shipment. Any credit or replacement requirements would be handled in accordance with the contract terms and the reason for rejection.
Q: The objective is to NOT keep any contractor equipment on the island for rejected loads.
Keeping equipment stuck on Kalaupapa will cause financial hardship for the contractor by preventing them from gaining revenue if they miss the barge.
A: The Government concurs that the intent is not to keep contractor equipment on Kalaupapa due to a rejected load. The Government does not intend to hold contractor equipment on-island once the aggregate has been unloaded and the contractor has completed its delivery responsibilities.
The only anticipated circumstance that may result in equipment remaining in Kalaupapa is if there is an equipment failure or other issue under the contractor’s control that prevents the equipment from returning to the pier or making the scheduled return shipment.
Please refer to Section 1.2.1, Contractor-Furnished Equipment, which states that the Contractor shall provide adequate numbers of vehicles, equipment, and personnel to e ectively fulfill the scope of this contract. The Contractor is also required to maintain, or have backup capability to provide, continued service if primary equipment is deemed unsatisfactory or is down for extended maintenance or repairs. Vehicle or equipment failure shall not relieve the Contractor from performing any requirement contained in the contract.
