About this opportunity
The National Park Service seeks weekly solid waste removal services at Kaloko-Honokohau National Historical Park in Kailua-Kona, Hawaii, with quotations due July 25, 2026 and questions due July 16. This is a Total Small Business Set-Aside designated for Women-Owned Small Business (WOSB) concerns, including Economically Disadvantaged Women-Owned Small Business (EDWOSB), Service-Disabled Veteran-Owned Small Business (SDVOSB), and HUBZone Small Business categories.
The contract covers furnishing, swapping, and emptying one contractor-provided 6-cubic yard dumpster on a weekly basis during regular park business hours (Monday–Friday, 6:00 a.m. to 4:00 p.m. HST). The park receives over 350,000 annual visitors. The contractor must supply all permits, licenses, insurance, labor, equipment, and tools; ensure no more than three validated defects per year for container delivery and disposal and no more than three per month for collection; and maintain equipment in operable condition with backup capability. All vehicles and equipment must be pressure-washed and free of dirt, mud, plant debris, and invasive pests prior to park entry; failed inspections result in 48-hour re-entry prohibition. Work is confined to designated park roads and driveways to protect historically significant sites.
The contract structure is one base year plus four option years, with an anticipated start date on or before June 1, 2026. Pricing must remain valid for a minimum of 60 days, with unit of measure as weekly pickups (52 weeks per year). The NAICS code is 562111, Solid Waste Collection, with a size standard of $47 million. Service Contract Labor Standards wage determination requirements apply; rates for Hawaii counties range from $15.46 to $69.41 hourly plus fringe benefits of $2.42 to $2.72 per hour.
Evaluation uses a comparative tradeoff approach weighing non-price factors as more important than price, considering technical approach, past performance (minimum three recent and relevant contracts within the past five years), and pricing completeness and reasonableness. Award will be made on a Firm-Fixed-Price basis to the responsible quoter offering best value. Submissions must include two separate volumes and be sent to Lei Yang, Contracting Officer, at lei_yang@ios.doi.gov.
