About this opportunity

The Department of the Air Force Materiel Command is procuring safe drinking water testing and analysis services for Kirtland Air Force Base (KAFB) in Albuquerque, New Mexico. The contractor must provide a certified local laboratory capable of performing drinking water compliance sampling, analysis, and monitoring under the Safe Drinking Water Act and EPA regulations, including microbiological, chemical, and radiological testing. The laboratory must be certified by the New Mexico Environmental Department-Drinking Water Bureau and accredited through the National Environmental Laboratory Accreditation Program and Department of Defense Environmental Laboratory Accreditation Program. Proposals will be evaluated using a Lowest Price Technically Acceptable (LTPA) methodology based on three factors: a technical plan (not exceeding 5 pages) demonstrating understanding of technical requirements and EPA/NMED-DWB certification capabilities, pricing for all contract line items on a firm fixed price basis, and a mandatory Mission Essential Plan describing continuity of services during crisis periods. The deadline for proposal submission is March 4, 2026, at 5:00 PM Mountain Standard Time, with questions due by February 20, 2025, and proposals remaining valid for 90 days.

This is a 100% small business set-aside acquisition, specifically designated for women-owned small businesses (WOSB), under NAICS code 541380 (Testing Laboratories and Services) with a size standard of $19.0 million. The current contractor is FA9401-20-C-0013, and this solicitation represents a follow-on effort to that existing contract. The contract is a firm fixed price arrangement for five base option years (March 16, 2026, through March 15, 2031) with a potential six-month extension period, with specific testing quantities including 414 Total Coliform and E. Coli tests annually, 2 Nitrate/Nitrite tests, and 5 PFAS tests in the base year, along with additional testing categories added in subsequent option years. Services will be performed at Kirtland Air Force Base in Albuquerque, New Mexico, with samples picked up from Building 589 (Monday-Friday, 1000-1600 hours) and results submitted to both the New Mexico Environment Department and the base within 30 calendar days of analysis, with expedited reporting required for violations of Maximum Contaminant Levels.
