B. GENERAL INFORMATION
1. This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.202, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation will not be issued. The Simplified Acquisition Procedures (FAR 12.201-1) will be used for this requirement.
2. This solicitation is issued as a Request for Quotation (RFQ). Solicitation number FA9401-26- Q-0008 **Please provide the full solicitation number on all packages.
3. This acquisition is a 100% Small Business Set-Aside.
4. North American Industry Classification System (NAICS) code for this solicitation is 541380 – Testing Laboratories and Services with a standard size of $19.0M. PSC Code F103.
C. REQUIREMENT INFORMATION
1. Description of requirement: See Attachment 1 – Performance Work Statement (PWS) -
“2025.04_PWS Water Testing & Analysis” dated April 2025. This requirement is a follow-on effort to FA9401-20-C-0013, Safe Drinking Water Sampling and Analysis.
2. Schedule of Services:
a. Attachment 2_Table 2-7_Schedule of Services is REDACTED and will be made available to the awardee. Regular testing and analysis are required per the NMED requirements and may increase based on updates.
b. Acceptance/ FOB Point for all CLINS is: DESTINATION
c. New Mexico Gross Receipts Tax (NMGRT) may be applicable to the proposed effort.

a) The contract provision pertinent to this section is FAR 52.212-1 which has been incorporated by reference.

Offers shall be submitted no later than 5:00 PM Mountain Standard Time, 27 February 2026 4 March 2026 via email to BOTH the Contracting Officer, Ms. Stacey Lee, stacey.lee.2@us.af.mil, and the Contract Specialist, Ms. Sarah George, sarah.george.2@us.af.mil. All quotes submitted after the deadline will be considered untimely and ineligible for award.

d) Quotes shall be submitted via email to the Contract Specialist and Contracting Officer identified in Section (b), Submission of Offers. Electronic documents shall be submitted https://www.tax.newmexico.gov/businesses/gross-receipts-overview/ mailto:stacey.lee.2@us.af.mil mailto:sarah.george.2@us.af.mil in .pdf, .doc, or .xls and less than 30MB. Communication containing documents in any other format may be blocked or stripped by the Government’s server and may not be received by this office. Files in .zip format may not be received by this office.
e) To ensure timely and equitable evaluation of offers, offerors must follow the instructions contained herein. The quote shall be clear, concise and include sufficient detail for effective evaluation. Responses to this solicitation shall strictly adhere to the requirements set forth in the solicitation and the corresponding Performance Work Statement (PWS). The quotes shall not contain any extraneous information such as advertisements, or marketing information. Offerors must clearly identify any exception(s) taken to the solicitation terms and conditions and provide complete accompanying rationale. Submissions that do not adhere to format and content requirements may be considered non-compliant. The Government reserves the right to eliminate any such quotes from consideration for award.
f) Factors.
a. Technical - The offeror shall submit a technical plan technical plan demonstrating an understanding of the technical requirement, safeguarding water samples, and meeting the requirement of a local laboratory that is EPA/NMED- DWB certified presented in Attachment 1 “2025.04_PWS Water Testing & Analysis” dated April 2025. The technical plan shall not exceed 5 pages.
b. Price - Offerors shall insert the unit price and total price of each CLIN listed in
“Supplies or Services & Prices or Costs” of the solicitation (SF 1449) or excel that includes pricing for all CLINs included in the SF1449. The proposed price shall include the unit price and total extended price for each CLIN. The extended amount must equal the whole dollar unit price multiplied by the number of units.
All dollar amounts provided shall be rounded to the nearest dollar.
c. Submission of Mission Essential Plan - Submission of a Mission Essential Plan is required IAW DFARS 252.237-7024 Notice of Continuation of Essential Contractor Services (Oct 2010). The offeror shall provide with its offer a written plan describing how it will continue to perform the mission essential contractor services listed in Attachment 1 – “2025.04_PWS Water Testing & Analysis” during periods of crisis.

FAR 52.212-2 Evaluation – Commercial Products and Commercial Services (Deviation Date) The following has been tailored to this procurement:
(a) Evaluation factors. The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The solicitation provides that quotations will be evaluated using Lowest Price Technically Acceptable (LTPA). The following factors will be used to evaluate offers:
a. Basis for Award. Award will be based on the following: (1) The offerors acknowledgement and agreement to the terms and conditions incorporated in the solicitation; (2) the offerors technical plan is determined to be technically acceptable;
(3) the price proposed is found to be fair and reasonable in accordance with FAR 12.204(a); (4) the offeror submits a Mission Essential Plan IAW DFARS 252.237- 7024.
b. Offerors will be ranked in order from Top Ranked (lowest price) to bottom ranked (highest price). Next, the top three (3) ranked priced proposals (lowest three (3) proposals in terms of total evaluated price) will be evaluated in accordance with the evaluation criteria for technical, price, and mission essential plan. The Government will award a purchase order resulting from the RFQ to a responsible offeror whose quote is responsive to the RFQ and considered to be the LTPA. The Government reserves the right to evaluate additional quotations for technical acceptability if deemed to be in the best interest of the government.
c. The following factors shall be used to evaluate offers:
(i) Factor 1: Technical - The Government will evaluate Technical by assigning a rating of Acceptable or Unacceptable. In order for an offeror to be considered Technically Acceptable they must be able to provide a technical plan demonstrating an understanding of the technical requirement, safeguarding water samples, and meeting the requirement of a local laboratory that is EPA/NMED- DWB certified.
(ii) Factor 2: Price - The offerors Total Evaluated Price (TEP), for award purposes, will be based upon the total price proposed for each Contract Line-Item Number (CLIN) as calculated in “Supplies or Services & Prices or Costs” of the solicitation (SF 1449) or excel that includes pricing for all CLINs included in the SF1449. The TEP will be evaluated against competitive quotations and other means necessary found in FAR 12.204(a).
(iii) Factor 3: Submission of Mission Essential Plan – The offer shall provide a Mission Essential Plan IAW DFARS 252.237-7024. The content of the plan will not be evaluated, however in order for an offeror to be eligible for award, a plan must be submitted.
(f) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
a. Price will be evaluated for fair and reasonableness in accordance FAR 12.204(a).
The purchase order resulting from this solicitation will include FAR 52.217-8 “Option to Extend the Term of the Contract”. A six-month extension period under this clause will only be utilized if necessary. IAW 52.217-8, the extension pricing will be based on the pricing on contract if utilized. As such, a Total Evaluated Price (TEP) will be calculated by the Government by dividing the total price for the last option year in half and adding it to the total price. The TEP will be used for evaluation purposes only. Evaluation of extension pricing shall not obligate the Government to exercise the extension.
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
