About this opportunity

The Department of Defense Education Activity seeks a commercially available K-8 world language digital application through a Women-Owned Small Business set-aside, with proposals due August 3, 2026 at 12:00 PM Eastern Time. An amendment posted July 29 revised the proposal submission date and provided responses to vendor questions.

The procurement is structured as a single Firm Fixed Price Indefinite Delivery Indefinite Quantity contract with a base period of August 28, 2026 through August 27, 2027, four one-year option periods through August 27, 2031, and a final half-year option period through February 27, 2032. Maximum contract value is $24 million across approximately five years. Estimated quantities include 23,500 student application units annually, 265 teacher application units annually, 4 institutional support service application units annually, and twelve months of technical support per year.

Place of performance is Alexandria, Virginia. The NAICS code is 611710, Educational Support Services.

The application must support a minimum of eleven languages—Arabic, Chinese (Mandarin), Dutch, English, French, German, Italian, Japanese, Korean, Spanish, and Turkish—and align with World-Readiness Standards for Learning Languages and ACTFL Proficiency Scales. Required capabilities include scaffolded lessons in reading, writing, listening, and speaking; immediate language feedback through speech-recognition technology or alternative solutions; classroom management tools; and planning and reporting tools for personalized instruction. The solution must integrate with cloud-based Identity and Access Management and Single Sign-On platforms, support IMS Global Learning Tools Interoperability (LTI) v1.3 or later, comply with Section 508 accessibility standards, and achieve FedRAMP-aligned security or equivalent documentation. All personally identifiable information must be stored within U.S.-hosted cloud infrastructure. All contractor personnel with access to personally identifiable information must be U.S. Citizens or U.S. Persons, complete DoD Privacy Act/PII training, and provide annual compliance verification.

Evaluation follows a two-step technical process: Step 1 assesses pass/fail compliance on commercially available/ready-to-deploy status and classroom management functionality; Step 2 rates three technical subfactors—world language app features, age-appropriateness and cultural accuracy, and alignment with World-Readiness Standards and ACTFL proficiency tracking. Technical capabilities are weighted more heavily than price in a best-value tradeoff approach. Quotations must remain firm for 120 days from submission.
