About this file

This is a Request for Quote (RFQ) for K-8 World Language Digital Applications issued by the Department of Defense Education Activity (DoDEA). The solicitation number is HE125426QE064, with an offer due date of August 14, 2026 at 12:00 PM ET and question submission deadline of July 28, 2026 at 12:00 PM ET. This is a Women-Owned Small Business (WOSB) set-aside with an unrestricted North American Industry Classification Standard (NAICS) code 611710 and an estimated contract value of $24,000,000.00.

The Government intends to award a single Firm Fixed Price Indefinite Delivery Indefinite Quantity (IDIQ) contract for commercially available K-8 world language digital applications. The contract includes a base period from August 28, 2026 through August 27, 2027, with four one-year option periods extending through August 27, 2031, and a final half-year option period through February 27, 2032. Minimum quantity is one unit; maximum quantity is 156,805 units across all periods. Line items include student apps (23,500 units per year), teacher apps (265 units per year), ISS administrative apps (4 units per year), and technical support (12 months per year for base/option periods 1-4, and 6 months for option period 5). The contract requires delivery of commercially available, ready-to-deploy digital resources capable of integrating into cloud-based Identity and Access Management (IAM) and Single Sign-On (SSO) platforms designed for education, with classroom management tools, asynchronous training resources, correlation to World-Readiness Standards for Learning Languages and ACTFL Proficiency Scales, and age-appropriate culturally accurate content. Submissions must include three volumes: administrative cover letter, technical capabilities (5-page limit), and pricing. Evaluation uses a two-step technical process with pass/fail screening followed by rated evaluation, with technical capabilities weighted more heavily than price in a best-value tradeoff approach. Quotations must remain firm for 120 days from submission date.
