About this opportunity

The Defense Logistics Agency Troop Support Medical has awarded a delivery order to TrillaMed, LLC on a sole-source basis under a Justification for an Exception to Fair Opportunity (JEFO), effective September 8, 2026, for Pharmacy Automated Dispensing Cabinets, Anesthesia Carts, and Central Controlled Substance Storage and Supply Cabinets to replace existing equipment at Cheyenne River Health Center, Eagle Butte, South Dakota, a Great Plains Area Indian Health Services facility.

The justification cites FAR 16.507-6(b)(2), asserting that TrillaMed is the sole vendor capable of providing supplies and services at the required quality level because the supplies are unique and highly specialized. The existing cabinets from the incumbent vendor cannot meet the facility's clinical and technical needs; TrillaMed can provide necessary hardware and software upgrades without disrupting operations. Market research conducted in August 2026 contacted nine DLA pharmacy vendors; only TrillaMed and Innovation Associates responded by the August 12, 2026 deadline, with TrillaMed confirming full capability to meet technical specifications and Innovation Associates declining. Required capabilities include guiding light safety technology on all medication bins except refrigerated items, single-unit controlled substance dispensing, six-year archival and data retrieval in Excel or PDF formats per DSCSA, and HL7 interface compatibility with the facility's EHR and RPMS systems.

The order is placed under TrillaMed's basic Long-Term Contract SPE2D1-21-D-0008 (valid through July 27, 2031) within the Patient Monitoring and Capital Equipment Program, and operationally issued under Administrative ECAT Contract SPE2D1-21-D-7004. This represents Phase 1 of a three-phase acquisition. Place of performance is Eagle Butte, South Dakota.
