About this file
This is a Justification for an Exception to Fair Opportunity (JEFO) document for the Defense Logistics Agency (DLA) Troop Support, Medical Supply Chain, Capital Equipment Division to acquire Pharmacy Automated Dispensing Cabinets (ADCs) for the Cheyenne River Health Center's Great Plains Area Indian Health Services site in South Dakota.
The acquisition supports Phase 1 of 3 for replacing an existing lease with new ADC equipment, anesthesia carts, and controlled substance storage and supply cabinets. The order will be placed under TrillaMed's basic Long-Term Contract (LTC) SPE2D1-21-D-0008, valid through July 27, 2031, and issued operationally under TrillaMed's Administrative DLA Electronic Catalog System (ECAT) Contract SPE2D1-21-D-7004. The justification cites FAR 16.507-6(b)(2) authority, asserting that TrillaMed is the sole vendor capable of providing supplies and services at the required quality level because the supplies are unique and highly specialized. The existing cabinets from another vendor cannot meet the facility's needs, while TrillaMed can provide necessary hardware and software upgrades without disrupting clinical operations.
The required medical consoles must incorporate guiding light safety technology, controlled substance dispensers for single-unit doses, archival software with six-year data retention and retrieval in Excel or PDF formats, metal locking secure bins, 2-step receiving capability, pharmacist verification tracking, witness enablement for transactions, syringe label printing, and HL7 interface compatibility with the facility's existing Electronic Health Record (EHR) and Resource and Patient Management System (RPMS). The vendor must demonstrate anti-virus software compliance with Indian Health Service Information Technology standards. Market research conducted in August 2026 contacted nine DLA pharmacy vendors; only TrillaMed and Innovation Associates responded by the August 12, 2026 close of business, with TrillaMed confirming full capability to meet technical specifications and Innovation Associates declining. Pricing was determined fair and reasonable through comparison with commercial pricing data. The contracting officer certifies accuracy of the justification, dated September 8, 2026.
