About this opportunity
The Defense Logistics Agency Energy published this Justification and Approval (J&A) document on February 6, 2026, to justify a sole-source contract extension with TPM Inc. for operation and maintenance of fuel storage and services at Schofield Barracks, Hawaii. Under this Contractor-Owned, Contractor-Operated (COCO) facility arrangement, TPM will provide retail and bulk fuel services, including Hot Pit refueling operations at Wheeler Army Airfield. The justification for sole-source award under FAR 6.302-1(a)(2)(iii) cites TPM as the only responsible source capable of performing without unacceptable delays, costs, or adverse impacts, as transitioning to a new contractor would require 12 to 18 months of preparation and estimated startup costs between $3.6 million and $7.1 million. The contract modification adds two option periods: a twelve-month option from February 1, 2026, to January 31, 2027, priced at $60,000 monthly ($720,000 total), and a six-month option from February 1, 2027, to July 31, 2027, priced at $62,000 monthly ($372,000 total), for a combined value of $1,092,000. The contracting officer determined the pricing fair and reasonable based on comparison with independent government cost estimates, and a synopsis posted to SAM.gov in February 2025 yielded only one responsive submission that failed to demonstrate adequate capability.
