About this opportunity
The Defense Commissary Agency (DeCA) issued a Justification and Approval for other than full and open competition on March 27, 2026, authorizing a sole-source, single-award Indefinite Delivery, Indefinite Quantity (IDIQ) contract with Coastal Pacific Food Distributors for the supply of brand-name commercial products for resale across 87 DeCA commissaries located in multiple geographic regions including Japan, Korea, Hawaii, Alaska, and various U.S. locations. The contract, valued at an estimated $6.7 billion, includes a one-year base period with four one-year option periods for a maximum five-year duration and encompasses full-line distribution services for a broad range of grocery and resale items. DeCA justified the sole-source approach under 10 U.S.C. 2484(f) and FAR 6.103-1, determining that Coastal Pacific Food Distributors is the only responsible source capable of meeting the agency's operational requirements due to its existing infrastructure, including multimillion-dollar capital investments in secure, multi-temperature warehouses meeting force protection and food handling standards, and a dedicated fleet of multi-temperature trailers designed for high-volume, long-haul delivery. Market research identified six interested sources; however, all were determined to lack the requisite pre-existing capabilities to meet DeCA's minimum needs without introducing unacceptable cost and schedule risk. Price reasonableness for this procurement will be established using historical cost data and current market information rather than certified cost or pricing data.
