About this opportunity

The Department of the Navy Naval Supply Systems Command seeks commercially available Class B flame-resistant uniforms for Joint Marianas Fire and Emergency Services, with quotes due September 30, 2026, at 8:00 AM Japan Standard Time — less than 24 hours from posting. This is a 100% small business set-aside restricted to women-owned small businesses.

Place of performance is Dededo, Guam (Camp Blaz, Forager Road, Building 1300). The procurement requires 300 NOMEX IIIA short-sleeve shirts (4.5 ounces) and 300 NOMEX IIIA industrial pants (7.5 ounces), both Navy Blue and certified to NFPA 1975 standards, in specified men's and women's size breakdowns. All garments must feature autoclaved permanent creases, brass hardware, double-stitched construction, and military creases. Delivery is due within 120 calendar days after award, with final acceptance by January 31, 2027.

Contractor must furnish all labor, materials, equipment, printing, packaging, quality control, and transportation to destination (FOB Destination). The NAICS code is 315210, Cut and Sew Apparel Contractors; PSC is 8415, Clothing, Special Purpose.

Evaluation follows a streamlined lowest-priced, technically acceptable methodology. Only the lowest-priced offer is evaluated for technical acceptability and past performance; if acceptable, award is made without evaluating other offers. Technical Capability (Acceptable/Unacceptable) requires proof of manufacturer certifications and NFPA 1975 compliance, a realistic 120-day delivery schedule to Guam, and a quality control plan including defect inspection, size compliance, and no-cost replacement procedures. Past Performance is evaluated Acceptable/Unacceptable using Supplier Performance Risk System data and Government databases; offerors lacking relevant history receive a Neutral rating. Price is evaluated for reasonableness and completeness on a firm-fixed basis.

Submit quotes via email (maximum 10 MB) to Patrick P. Collins (Patrick.P.Collins.civ@us.navy.mil) and Alice Mendoza (alicekc.b.mendoza.civ@us.navy.mil). Submission requires two volumes: Volume I (Technical Capability, maximum 10 pages) and Volume II (Price and Administrative Documentation). Only email submissions are accepted; hand delivery, postal mail, express mail, and fax are prohibited.
