About this file
Addendum to FAR 52.212-2 Evaluation Criteria
This document is an evaluation addendum establishing the criteria and award methodology for a firm-fixed-price contract for flame-resistant station wear garments to be delivered to Dededo, Guam. The Government will award to the lowest-priced, technically acceptable offeror using a heavily streamlined evaluation approach where offers are ranked by Total Evaluated Price, and only the lowest-priced offer undergoes evaluation for technical acceptability and past performance. If that offer is deemed acceptable on both factors, no other offers will be evaluated and award will be made to that offeror.
Technical Capability, the first evaluation factor, requires offerors to submit a capability statement not exceeding ten pages that affirmatively demonstrates: (1) ability to provide manufacturer specification sheets, product cuts, or material certifications proving garments conform to the PWS requirements and NFPA 1975 standard for flame-resistant station wear, with all required men's and women's sizing breakdowns; (2) a realistic schedule and logistical plan demonstrating delivery of the complete order within 120 calendar days after award via FOB Destination to Dededo, Guam; and (3) a sound quality control plan for inspecting garments, identifying fabric or printing defects, managing size compliance, executing a no-cost replacement plan for rejected goods, and confirming adherence to packaging and folding standards. This factor is rated on an Acceptable/Unacceptable basis, with an unacceptable rating rendering the entire quote ineligible for award. Past Performance will be evaluated using data from the Supplier Performance Risk System (SPRS) and other Government databases rather than offeror-provided references, rated Acceptable/Unacceptable, with offerors lacking relevant past performance history receiving a "Neutral" rating. Price will be evaluated for reasonableness and completeness, with Total Evaluated Price calculated as the sum of all CLINs for the entire period of performance.

Addendum to FAR 52.212-2 EvaluaƟon
(a) The Government will award a contract resulƟng from this solicitaƟon to the responsible offeror whose offer conforming to the solicitaƟon will be most advantageous to the
Government, price and other factors considered. The following factors shall be used to evaluate offers:
1. Technical Capability
2. Past Performance
3. Price
Basis for Award:
The Government intends to award a firm-fixed-price contract to the lowest-priced, technically acceptable offeror. The Government will evaluate offers in the following heavily streamlined manner: Offers will be ranked by Total Evaluated Price from lowest to highest. The Government will then evaluate the lowest-priced offer for Technical Acceptability and Past Performance. If the lowest-priced offer is determined to be "Acceptable" in both Technical and Past
Performance, the Government will evaluate no other offers and will make the award to that offeror.
Factor 1: Technical Capability
To be determined technically acceptable, the offeror must submit a brief capability statement
(not to exceed ten (10) pages) that affirmaƟvely demonstrates the following:
1. The ability to provide manufacturer specificaƟon sheets, product cuts, or material cerƟficaƟons proving the garments fully conform to the PWS requirements and NFPA
1975 standard for flame-resistant staƟon wear. AffirmaƟon of capability to provide all required men's and women's sizing breakdowns detailed in the PWS.
2. The ability to provide a realisƟc schedule and logisƟcal plan demonstraƟng delivery of the complete order within one hundred twenty (120) calendar days aŌer award. The logisƟcal plan must demonstrate a clear method of transport (FOB DesƟnaƟon) to
Dededo, Guam.
3. The capability to outline a sound quality control plan for inspecƟng garments, idenƟfying fabric or prinƟng defects, managing size compliance, and execuƟng a no-cost replacement plan for rejected goods. It must also confirm adherence to the individual packaging and folding standards of the PWS.
RaƟng: This factor will be rated on an Acceptable/Unacceptable basis. An "Unacceptable" raƟng renders the enƟre quote ineligible for award.
Factor 2: Past Performance
The Government will evaluate past performance to determine the offeror's ability to successfully perform the required effort. The Government will not accept past performance references from the offeror. Instead, the Government will uƟlize data from the Supplier
Performance Risk System (SPRS) and other Government databases.
RaƟng: This factor will be rated on an Acceptable/Unacceptable basis. An offeror without a record of relevant past performance or for whom informaƟon on past performance is not available will not be evaluated favorably or unfavorably, and will receive a “Neutral" raƟng.
Factor 3: Price
Price will be evaluated for reasonableness and completeness. The Total Evaluated Price will be the sum of all CLINs for the enƟre period of performance.
