About this opportunity
The Washington Headquarters Services Acquisition Directorate is soliciting proposals for a Consortium Management Organization to execute a Joint Directed Energy Consortium Other Transaction Agreement under 10 U.S.C. 4021 and 4022 on behalf of the Joint Directed Energy Transition Office, with proposals due September 24, 2025 at 12:00 PM ET and the question deadline extended to September 5, 2025 at 4:00 PM ET. Amendment 2 extended the proposal due date from September 15 to September 24, 2025.
The procurement is for a five-year base period with an optional five-year extension, with an estimated total consortium value of $450 million. Place of performance is the United States, with work primarily conducted by U.S.-based resources in classified facilities in DC, VA, and HI. The NAICS code is 541715, Research and Development in the Physical, Engineering, and Life Sciences; PSC is AC32, National Defense R&D Services.
The consortium will manage 15–30 project opportunities annually across five technical programs spanning high-energy laser and high-power microwave research and prototype development at funding levels 6.1 through 6.4. Consortium meeting materials will be at Controlled Unclassified Information or classified Secret levels; personnel requiring Top-Secret/Sensitive Compartmented Information clearances will be designated for specific roles. Offerors must have active SAM registration, a UEI number, and CAGE code, and must not be suspended or debarred. Proposals must include a Project Execution Plan with milestone payment schedules for both base and option periods, Affirmation of Business Status Certification, and cost model documentation. The agreement requires significant participation from at least one Nontraditional Defense Contractor, Nonprofit Research Institution, or Small Business. Evaluation criteria address relevance to the problem statement, consortium management approach, membership strategy, organizational expertise, and cost model feasibility.

Request for Prototype Proposals (RPP) for the Joint Directed Energy Consortium
The Washington Headquarters Services Acquisition Directorate is pursuing the award of a consortium managed Other Transaction Agreement under 10 United States Code (U.S.C.) § 4021 (Research projects) and 10 U.S.C § 4022 (Prototype projects), to include the ability to pursue follow-on production transactions when appropriate per the statute, on behalf of the Joint Directed Energy Transition Office (JDETO), which is part of the Department of Defense (DoD) Office of the Under Secretary of Defense for Research and Engineering Office of the Assistant Secretary of Defense for Critical Technologies. The JDETO is focused on mitigating science and technology gaps in support of the mid- and long-term goals of the DoD Directed Energy roadmap and other strategic guidance.
Led by the efforts of the Consortium Manager, this Agreement will accelerate the DoD’s access to technologies typically reserved for commercial development. The consortium managed Agreement will support innovation and deliver unique advantages of directed energy technologies to the warfighter for missions across all domains in which the JDETO operates. Directed Energy systems will allow the DoD to counter a wide variety of current and emerging threats with rapid responses and engagement at the speed of light.
