About this file

This document is a Project Execution Plan (PEP) template for the Joint Directed Energy Consortium (JDEC) Other Transaction Agreement (OTA) solicited by the Department of Defense. The document outlines comprehensive requirements for a Consortium Management Organization (CMO) to manage a collaborative technology development effort focused on advancing directed energy technologies for defense applications. Key requirements include establishing a robust consortium structure with detailed governance, membership, and project management protocols, with specific emphasis on facilitating participation from non-traditional defense contractors, nonprofit research institutes, and small businesses.

The solicitation seeks a CMO to manage a five-year base period with one five-year option period, responsible for tasks such as membership recruitment, project solicitation and selection, administrative and financial oversight, security compliance, and reporting. The consortium aims to accelerate DoD access to innovative directed energy technologies across military domains, with the ultimate goal of developing systems that can rapidly counter emerging threats. The agreement will be awarded under 10 U.S.C. 4021 and 4022, allowing for prototype and potential follow-on production transactions, and is being conducted on behalf of the Joint Directed Energy Transition Office (JDETO) within the Office of the Undersecretary of Defense for Research and Engineering.
