About this file

This document is an Other Transaction Agreement (OTA) for the Joint Directed Energy Consortium between Washington Headquarters Services and an unnamed company. The agreement is authorized under 10 U.S.C. 4022 and supports the Joint Directed Energy Transition Office (JDETO), focusing on developing directed energy technologies to counter emerging threats across military domains. The prototype project aims to accelerate DoD access to innovative technologies, with a particular emphasis on delivering directed energy systems that enable rapid, light-speed engagement.

Key administrative details include a milestone-based payment structure, with the government contributing a fixed funding amount and potentially offering a sole-source follow-on production award. The agreement requires significant participation from at least one Nontraditional Defense Contractor (NDC), Nonprofit Research Institution (NRI), or Small Business (SB). The consortium will manage project sub-agreements, with the company responsible for establishing agreements with selected consortium members, overseeing membership, and reporting financial activities to the government. The agreement includes comprehensive provisions for intellectual property rights, data management, operational security, and technology transfer controls.
