About this opportunity
The Department of the Air Force Air Combat Command is seeking contractors for a comprehensive repair and renovation project of Facility 130, a three-story dormitory building at Joint Base Langley-Eustis (JBLE) in Langley, Virginia. This major construction project involves upgrading the currently unoccupied facility to contemporary standards through extensive demolition and replacement of building systems, including complete renovation of interior partitions, exterior doors and windows, roofing, HVAC systems, fire alarm and suppression systems, plumbing, electrical power distribution, lighting, grounding, and telecommunications infrastructure. The scope also encompasses repairs to structural elements such as CMU walls, walkways, overhangs, railings, stair tower finishes, sidewalks, exterior lighting, landscaping, and force protection measures. The project requires contractors to work with detailed specifications, drawings, geotechnical reports, and submit over 1,140 required submittal items across multiple construction disciplines. This pre-solicitation notice was posted on June 6, 2025, with the same due date, indicating an expedited timeline for contractor interest and preparation.
This opportunity is designated as a Total Small Business set-aside under NAICS code 236220 (Commercial and Institutional Building Construction), restricting participation to qualified small business contractors. The project carries an estimated construction value exceeding $10 million, classifying it as a major construction project under Federal Acquisition Regulation 36.204(h). The comprehensive renovation will transform an unoccupied dormitory into a modern facility featuring upgraded dorm rooms with microwave counters and under-counter refrigerators, plus enhanced day rooms on the second and third floors with large kitchens, islands, and varied seating and entertainment options. Since the building is currently vacant, no construction phasing is required, allowing for continuous work according to a negotiated performance schedule. The project includes Davis-Bacon wage determinations for Hampton County, Virginia, with minimum wage requirements ranging from $13.30 to $17.75 per hour depending on contract award dates, and contractors must comply with extensive documentation and quality control requirements throughout the construction process.
