1. DESCRIPTION OF WORK:
Building 130 is an “L” shaped dormitory building that is three stories in height. The materials of the facility are CMU, brick and concrete. Each dorm room is accessed from an exposed exterior balcony. There are shared toilet and shower facilities between two rooms. The common areas of the facility include laundry rooms day rooms (with kitchens), stairs, storage, and mechanical rooms. The roof is a built-up roof with ballast. The facility is currently unoccupied.
To bring the facility up to contemporary facility standards, the building needs major repairs that include all building systems. These systems include but are not limited to: the demolition of some interior partitions and equipment and construction of new interior partitions; demolition of all finishes and furnishings and replacement with new finishes; and demolition of existing flat roof, existing exterior windows, and replacement with energy-efficient, roofing system and windows. The project will include a new, complete replacement of the heating, ventilation, and air conditioning (HVAC) system, as well as the replacement/upgrade of the fire alarm and suppression system, the replacement/upgrade of plumbing system, the repair and replacement of electrical power and distribution systems, the repair/replacement of the lighting and grounding systems throughout the entire facility, and the replacement/upgrade of the telecommunications systems. Other items to be repaired are CMU walls, degradation of structural members, repair to walkway/ overhangs and railings, stair tower (finishes), sidewalks, exterior lighting, landscaping and force protection.
Additional design elements as related to the user experience are as follows: Each room when finished will have a counter space for a microwave and an undercounter refrigerator. The existing day room on the first floor is to become the ADL office. The dayrooms on the second and third floor are to have nice large kitchens with islands and various seating arrangements and entertainment options.
1.1 CONSTRUCTION PHASING:
The building is completely vacant, so phasing is not required.
2. PROGRAM MANAGEMENT:
Contractor shall provide qualified key personnel to manage and execute Delivery Orders awarded under this contract. The program management staff shall have project design, estimating, quality control, construction, and financial management capabilities. Note:
Appropriate contractor personnel should have the knowledge and capability to utilize project management software.
2.1 COMMENCEMENT, PROSECUTION AND COMPLETION OF WORK:
Contractor shall be required to commence work by an agreed upon date specified in the Notice to Proceed (NTP) letter. The contractor shall complete the entire work no later than the negotiated performance schedule specified in the Delivery Order.
2.2 SUBCONTRACTORS:
Within fourteen days after the award of any subcontract at any tier, the contractor shall deliver to the CO a completed SF 1413 (Statement of Prime Contractor). (IAW FAR 52-222-11). The prime contractor must have the ability to manage and control multiple subcontractors at multiple job locations. Also, the prime contractor must ensure subcontractors are competent and capable of handling all assigned tasks.
2.3 QUALITY CONTROL PLAN:
Contractors receiving MACC awards are required to submit a Quality Control Plan for review and acceptance by the Contracting Officer. The Plan should demonstrate methods for surveillance of work, (including subcontractors), and in-house contractor quality control inspectors. The Plan is required within ten days following the issuance of the Notice to Proceed.
The Quality Control Plan will become a compliance document.
3. CONTRACTOR OPERATIONS:
3.1 WORK HOURS
Normal duty hours for Langley AFB, JBLE are 0730 through 1630, Monday through Friday.
Work on weekends, recognized Federal holidays, or other than normal duty hours must be coordinated with the Contracting Officer or his/her designated representative.
3.2 GENERAL WORKING CONDITIONS
The Contractor shall notify the Contracting Officer or his/her designated representative when he intends to work so Government inspection can be provided while work is in progress.
3.3 ORDER OF WORK:
The Contractor shall coordinate all work with the Contracting Officer, or his/her designated representative, and the Base Civil Engineer. Before starting work at the job site, provide five days’ notice to the Contracting Officer or his/her designated representative and the Chief of Contract Management at 757-764-3268.
