About this opportunity
The Defense Health Agency (DHA) has issued a Special Notice for a sole source procurement of John Hopkins Adjusted Clinical Groups (ACG) Software Renewal. The notice concerns the renewal of software licenses for a sophisticated patient risk and resource utilization analytics system. The ACG software provides unique capabilities for clustering disease morbidity and establishing individual risk scores across defined populations. This software supports critical enterprise intelligence and data solutions, specifically targeting patient case management, preventive care identification, and predictive analytics for hospitalization and pharmacy usage. The procurement is classified under the NAICS category for Computer Related Services and specifically targets IT and Telecom Business Application Software.
The primary objective of this Special Notice is to execute a firm fixed price contract with John Hopkins Software for a base year and one option year of software licensing. The DHA intends to award the contract under FAR Part 13.501(a)(1)(ii), citing the software's unique capabilities as justification for a sole source procurement. Potential contractors are invited to submit capability statements with business size details and an authorized manufacturer's letter by April 17, 2025. The software provides critical functionality for establishing risk scores, supporting empanelment decisions, and deriving risk and cost information from enterprise data sources. If no competitive responses are received by the specified date, the DHA will proceed with a sole source award directly to John Hopkins Software. The contract will require the contractor to provide current software updates and upgrades throughout the contract period.
Notice text
John Hopkins SW Adjusted Clinical Groups (ACG) licenses in support of operational analytics and measures, as well as research and clinical registries needs. The ACG system’s primary design feature is that clustering disease morbidity is a better predictor of resource use than tracking the presence of specific diseases or disease hierarchies. The multi-morbidity framework presents statistically valid and clinically logical information that can then be used for a variety of applications. One of the ACG system’s primary use cases is patient case management, allowing users to identify patients for preventive care, wellness and education services as well as identify patients at high risk for hospitalization, readmission and high pharmacy use. Specifically at DHA, the ACG provides the ability to establish risk scores on individuals in user-defined populations for the purpose of deriving risk and cost information from enterprise data sources, as well as to provide support to empanelment decisions.
