About this opportunity

The U.S. Army Corps of Engineers (USACE) Transatlantic Expeditionary Division has issued a Notice of Intent (NOI) regarding a sole source contract modification for Job Order Contract (JOC) services in Kuwait. The notice pertains to contract W912ER20D0002 with MVL USA INC, a small business, and involves extending the current contract for up to six months using FAR Clause 52.217-8. The contract is an indefinite-delivery/indefinite-quantity (IDIQ) type for Sustainment, Restoration, and Modernization (SRM) projects at military installations throughout Kuwait. The NOI falls under the North American Industry Classification System (NAICS) code 236220 for Commercial and Institutional Building Construction, with a small business size standard of $45 million. The notice explicitly states that this is not a competitive solicitation, but rather an informational announcement about the potential contract extension.

Interested contractors can submit capability statements demonstrating how competition would benefit the government, with submissions accepted via email to Nikisha.W.Cook@usace.army.mil by December 31, 2024, at 4:00 p.m. Arabian Standard Time. The government retains sole discretion to determine whether to compete the requirement, and if not, will prepare a Justification and Approval for Other Than Full and Open Competition. The existing contract is a firm-fixed-price IDIQ Single Award Task Order Contract that includes a comprehensive collection of repair, maintenance, and minor construction task descriptions with pre-established unit prices. Any costs associated with preparing and submitting capability statements will be the sole responsibility of the respondent and will not be reimbursed by the government. Potential respondents are explicitly instructed not to request a solicitation package, as this notice is purely for information and planning purposes. The NOI emphasizes that any proposals received will not be accepted or evaluated.
