The procurement is unrestricted and competed under the RFP method using a Lowest Priced Technically Acceptable evaluation approach.
Place of performance is Aberdeen Proving Ground, Maryland. The requirement specifies commercial equivalent JLTV DVE AN/VAS-5B(V)2 B-KIT units (10 designated as spares) deliverable by December 17, 2026, and one iteration of OCONUS DVE training for two personnel over a two-week period completed by May 31, 2028. Unit pricing and total contract value are not specified. The procurement is Firm Fixed Price for supply and priced orders, with NAICS 334511 and PSC 5855.
Contractors must be registered and active in SAM, and must provide CMMC Level 2 (Self) certification status prior to award. Offerors must complete cybersecurity representations regarding Federal Contract Information and Controlled Unclassified Information handling. Inspection and acceptance of hardware occurs at origin; training services are accepted at destination. Additional deliverables include security training certifications, OPSEC plans, and scientific and technical reports with various delivery dates through 2028.
Three amendments have been issued. Amendment 0001 (July 9) clarified that only outside-mounted DVE components (Thermal Sensor and External Power Transfer Module) require CARC 383 Green paint to match vehicle exterior. Amendment 0002 (July 9) clarified that the two-week training window accommodates scheduling and coordination, not actual training duration. Amendment 0003 (July 13) declined a vendor request to substitute DVE-WIDE DRS Part Number 1004063-203, maintaining the original specification. Questions are due July 13, 2026, by 1:00 PM EST. Contract Specialist is Emanuel E. Green at (410) 278-0765 or emanuel.e.green3.civ@army.mil.
