About this file
This is Standard Form 30, Amendment 0003 to solicitation W91CRB-26-R-5019, issued by the U.S. Army's ACC-APG Division D on July 13, 2026. The amendment addresses a vendor inquiry regarding the JLTV Driver's Vision Enhancer (DVE) specification. A vendor meeting with the Original Equipment Manufacturer resulted in a request to replace the currently specified DVE configuration with DVE-WIDE DRS Part Number 1004063-203 (NSN 1240-01-699-9159) in Green, RS170 configuration, citing that the current specification represents an outdated version. The vendor argued that standardizing on the DVE-WIDE and DCM configuration would improve long-term sustainment, logistics support, and parts commonality across the Lithuanian JLTV fleet, as these items are currently being proposed under two separate Direct Commercial Sales programs supporting Lithuanian ground vehicle requirements.
The Government's response maintains the original requirement as specified in Section B and the Performance Work Statement (PWS), declining to modify the specification at this time. The contract type is Firm Fixed Price for Supply Contracts and Priced Orders, administered by Emanuel E. Green at CCAP-MDD, (410)278-0765. The amendment requires offerors to acknowledge receipt of this amendment prior to the solicitation deadline by completing the required form and returning two signed copies to the issuing office.

Amendment 0003 Addresses the following Question and Provides Supporting Information:
1. Question: An interested vendor had a meeting with the Original Equipment Manufacturer (OEM) regarding this solicitation. The OEM advised that the currently specified JLTV Driver's Vision Enhancer (DVE) is no longer the recommended configuration due to it being an outdated version.
Based on the OEM's recommendation, we respectfully request consideration of the following replacement item:
Recommended Replacement:
DVE-WIDE DRS P/N: 1004063-203
NSN: 1240-01-699-9159
Configuration: Green, RS170
Additionally, the OEM advised that the DVE-WIDE and DCM are currently being proposed under two separate Direct Commercial Sales
(DCS) programs supporting Lithuanian ground vehicle requirements. Standardizing on this configuration would improve long-term sustainment, logistics support, and parts commonality across the Lithuanian JLTV fleet.
Gov't Response: At this time, the requirement remains as specified in Section B and the Performance Work Statement (PWS).
