About this opportunity
The Naval Special Warfare Command, Contracting Department, San Diego, California, intends to award a sole-source firm-fixed-price purchase order to Extreme Exposure for ten JJ-CCR (Closed Circuit Rebreather) Underwater Breathing Apparatus units and associated operational equipment and repair parts, with responses due by September 2, 2026. This is a Notice of Intent under FAR 6.103-1, not a competitive solicitation or request for proposals; no solicitation package is available.
The procurement is for commercial supplies under FAR Part 12 and covers the JJ-CCR UBA and all necessary maintenance equipment and parts required over one year. The justification for sole-source award rests on the determination that the JJ-CCR is the only known rebreather meeting all specifications and performance requirements, and that Extreme Exposure is the sole authorized dealer of the JJ-CCR in the United States. JJ-CCR, a Denmark-based manufacturer, operates through its exclusive U.S. importer, Rebreathers USA, LLC, and Extreme Exposure has an established track record of successful collaboration on prior contracts with Naval Special Warfare Command. The procurement is time-sensitive due to mission and training activity milestones. The government reserves the right not to compete this action. The NAICS code is 459110 (Sporting Goods Retailers) with a size standard of $26.5 million.
