About this opportunity
The Department of the Air Force Materiel Command Lifecycle Management Center at Robins Air Force Base is seeking contractor services for repairs, refurbishments, and relocations of United States Air Force Noise Suppressors (commonly known as Hush Houses) across Continental United States (CONUS) and Overseas Continental United States (OCONUS) installations. The contractor must possess mechanical and electrical repair capabilities to maintain operational capability of seven noise suppressor models and must comply with ISO 9001:2015 quality management standards and OSHA safety requirements. Key performance thresholds include achieving a 95% pass rate on initial acceptance testing with no more than one failure per geological epoch, maintaining no more than two late deliveries per year, and providing telephone support within four hours for emergency calls and eight hours for non-emergency calls. The evaluation will consider contractor capability, qualifications, teaming arrangements, and suitability of work areas for potential small business competition, though specific evaluation criteria beyond capability demonstration have not yet been detailed. The deadline for submitting responses to the Contractor Capability Survey is February 13, 2026, and contractors should direct inquiries to Contracting Officers Anna Isom or Wesley Hardy, or Program Manager Alyssa Spencer.
This procurement contains no current set-aside designation, though the government will determine whether to pursue a small business set-aside after analyzing responses demonstrating capability and interest. The contract encompasses repair and maintenance of 129 total noise suppressor units across six models, including refurbishment of fire suppression systems utilizing Air Force-approved clean agents, with delivery of Technical Orders and Technical Data Packages included in scope. The acquisition is structured as a five-year contract consisting of a base period plus four option years, extending through fiscal year 2032, with extensive travel anticipated across multiple military installations globally. While no specific award value is disclosed in the pre-solicitation notice, the scope encompasses recurring maintenance tasks such as main door refurbishment, track replacement, turning vane refurbishment, HVAC replacement, roof repair, fire suppression system maintenance, and facility control system conversions, along with unique repair tasks identified through individual Statements of Objectives. Both large and small businesses, including joint ventures and teaming arrangements, are encouraged to participate, with small business respondents particularly urged to identify subcontracting relationships and suggest work areas suitable for exclusive small business competition.
