About this file

This is a Sources Sought Synopsis issued by the United States Air Force to identify potential contractors capable of repairing, refurbishing, and installing Jet Engine Noise Suppressors and associated Fire Suppression Systems. The Government seeks to procure repair and installation services for 129 total units across six suppressor types: A-18 (7 units), T-4 (7 units), T-9 (18 units), T-10 (77 units), T-11 (5 units), and T-12 (5 units). The work includes repair of pneumatically and electrically actuated fire suppression systems using Air Force-approved clean agent FK-5-1-12, water, and carbon dioxide, along with delivery of Technical Orders (TO), maintenance of existing TOs, and Technical Data Packages (TDP). The acquisition strategy is structured as a five-year contract with a basic period plus four option years, continuing through fiscal year 2032, and encompasses both Continental United States (CONUS) and Overseas Continental United States (OCONUS) military installations globally.

Responses to the Contractor Capability Survey must be submitted by close of business on 13 February 2026 to Contracting Officers Anna Isom (anna.isom@us.af.mil) and Wesley Hardy (wesley.hardy@us.af.mil), or Program Manager Alyssa Spencer (alyssa.spencer@us.af.mil). The Government proposed NAICS Code is 811310 (Automotive Repair and Maintenance). No set-aside decision has been made; however, the Government will determine whether to pursue a small business set-aside after analyzing responses demonstrating capability and interest. Small business respondents are encouraged to identify teaming arrangements or subcontracting relationships with supporting documentation and to suggest work areas suitable for exclusive small business competition. Large and small businesses, including joint ventures and teaming arrangements, are encouraged to participate. The Government will not reimburse participants for expenses associated with survey participation, and participation does not ensure future solicitation or contract award eligibility.

This market survey is being conducted to identify potential sources that may possess the expertise, capabilities, and experience to meet the requirements for qualification, production, relocation, and repair of 129 Jet Engine Noise Suppressors (of types A-18, T-4, T-9, T-10, T-11, and T-12 as listed above) to include the Fire Suppression System repair and installation globally (using Air Force approved clean agent FK-5-1-12, water, and carbon dioxide) for use by United States Air Force (USAF) personnel.

The level of security clearance and amount of foreign participation in this requirement has not been determined. Contractors and Institutions responding to this market research are placed on notice that participation in this survey may not ensure participation in future solicitations or contract awards. The government will not reimburse participants for any expenses associated with their participation in this survey.

INSTRUCTIONS:

1. The document below contains a description of the Jet Engine Noise Suppressor including the Fire Suppression System requirement and a Contractor Capability Survey. The Survey allows Contractors to provide their company’s capability.

2. If after reviewing the attached documents, you desire to participate in this market research, please provide documentation that supports your company’s capability in meeting these requirements. Failure to provide documentation may result in the government being unable to adequately assess your capabilities.

3. ATTENTION: SMALL BUSINESS RESPONDENTS who are interested in participation for this effort:

a. No set aside decision has been made; however, the Government will determine the final strategy after thorough analysis of the small business responses and other market research available, considering the demonstrated interest and capability. Jet Engine Noise Suppressors including Fire Suppression Systems Repair & Installation

PURPOSE/DESCRIPTION

The Government is conducting market research to identify potential sources that possess the repair data, expertise, capabilities, and experience to meet qualification requirements for the repair of Jet Engine Noise Suppressors including Fire Suppression Systems Repair and Installation. Jet Engine Noise Suppressors (Test Cells/Hush House) are used to reduce the overall noise levels of jet engines under test. Engines are tested while installed in aircraft or uninstalled and mounted on a test stand. Jet Engine Noise Suppressors come equipped with a pneumatically actuated fire suppression system that is designed to protect assets (including human life) while testing is performed. The noise suppressors are demountable and can be relocated to another location based on mission requirements.

The requirements of this effort includes the repair and installation of A-18 (NSN 4920-

00-003-1882), T-4 (NSN 4920-00-005-8502), T-9 (NSN 4920-01-082-1035), T-10 (NSN

4920-01-127-4640), T-11 (NSN 4920-01-070-2721), and T-12 (NSN 4920-01-256-8621) pneumatically and electrically actuated fire suppression systems with the most recent configuration (approved clean agent FK-5-1-12) and all older configurations, and delivery of Technical Orders (TO), maintenance of applicable existing TOs, and Technical Data Packages (TDP) to the Government.

This is a repair, refurbishment, and relocation effort. Our acquisition strategy is a five-year contract (basic plus four option years) and will continue through FY32.
