About this opportunity
The Department of the Air Force Air Education and Training Command seeks to establish a multiple-award Blanket Purchase Agreement for repair, replacement, rekeying, and maintenance of doors, locks, and related hardware at Joint Base San Antonio (Lackland, Randolph, Fort Sam Houston, and Camp Bullis), with proposals due June 1 and an offer deadline of May 8 at 4:00 PM Central Time. The procurement is a 100% small business set-aside (NAICS 561622, Locksmiths, $25 million size standard).
Place of performance is San Antonio, Texas. The BPA is effective July 1, 2026 through June 30, 2031. Awards are limited to no more than three contracts, selected on a lowest priced, technically acceptable (LPTA) basis. Individual call order limitations are $25,000; combined annual limitations across all awarded BPAs are $250,000. Contractors must submit unit pricing for all line items in the furnished price list to be considered responsive. The price list encompasses 25 service categories including mortise locks, cylindrical locksets, deadbolts, exit devices, computer-managed access control systems, rekeying services, door closers, and ADA-compliant mechanisms.
Technical evaluation requires demonstration of comprehensive understanding of lock and door repair requirements, including detailed preventative maintenance processes, materials, techniques, and quality control measures. Pricing will be evaluated for reasonableness under FAR 13.106-3 and 15.404-1. The Performance Work Statement specifies normal operating hours of 7:30 a.m. to 4:15 p.m. Monday through Friday, with emergency response required after hours and weekends. A contract manager must be available within two hours of contact during normal duty hours. Contractors must employ qualified, background-checked personnel. All line item costs are all-inclusive, covering labor, materials, transportation, equipment, and tools. Service Contract Act prevailing wage rates apply (Wage Determination No. 2015-5253, Revision 29). Invoicing is processed through Wide Area WorkFlow (WAWF). The solicitation incorporates FAR Part 12 provisions and incorporates FAR and DFARS clauses including small business subcontracting limitations (50% for services).
