About this file
This is a Blanket Purchase Agreement (BPA) solicitation for lock and door services at Joint Base San Antonio-Lackland (JBSA).
The solicitation (FA301626R0029) seeks to establish a multiple-award, decentralized pre-priced BPA effective July 1, 2026 through June 30, 2031 for repair, replacement, and rekeying of door locks and facility security at JBSA. This 100% small business set-aside (NAICS code 561622, size standard $25 million) is issued by the U.S. Air Force, 502nd Contracting Squadron at JBSA Lackland, Texas. The offer due date is May 8, 2026 at 4:00 PM Central Time. Awards will be limited to no more than three BPA contracts based on lowest priced, technically acceptable (LPTA) evaluation. Individual call limitations are $25,000, with annual limitations of $250,000 combined across all awarded BPAs. Contractors must submit unit pricing for all line items in the price list attachment to be considered responsive. Technical evaluation requires offerors to demonstrate comprehensive understanding of lock and door repair requirements, including detailed preventative maintenance processes, materials and techniques, and quality control measures. Pricing will be evaluated for reasonableness using FAR 13.106-3 and 15.404-1 methodologies. Payment will be processed through Wide Area WorkFlow (WAWF) with invoicing requirements specified in DFARS 252.232-7006. The contract incorporates numerous FAR and DFARS clauses including small business subcontracting limitations (50% for services), employment eligibility verification, and security requirements. Delivery is FOB destination for routine orders, with contractors responsible for establishing delivery dates with authorized government representatives for each call order placed against the BPA.
