About this file
This is a contractor questions document addressing concerns about the pricing structure and information requirements for the JBSA San Antonio Lock & Door BPA solicitation. The contractor raises two primary concerns regarding the Blanket Purchase Agreement (BPA) structure and information gaps that affect cost estimation.
The contractor questions whether a separate preventive maintenance (PM) CLIN can be established to capture base work hours for PM functions over the contract period, noting that without such a line item, all labor and overhead costs must be loaded onto per-item CLINs, significantly increasing overall bid costs. Additionally, the contractor identifies critical missing information needed for accurate estimation: the government's desired PM frequency per installation, the number of doors and locks by type at each building and installation, and work order history. The government's response clarifies that this is a repair or replace parts BPA rather than a preventive maintenance contract, and directs contractors to use the parts list provided by the Lock Shop to conduct due diligence on repair and replacement labor requirements and base their cost proposals on those specified parts.

Text version
1) without a preventive maintenance CLIN to capture the base work hours needed to do those functions over the course of a base/OY, all labor / overhead has to be loaded onto the per item CLIN which will significantly drive up overall bid costs. Can you provide the government’s desired PM frequency per installation and would you be able to show that as a separate PM CLIN?
2) without a number of doors / locks by type by building by installation it is virtually impossible to derive the PM requirements based on your PM frequency answer on #1. the work order history is also needed to know to estimate repair / replacement labor requirements.
· This is not a PM BPA, that’s the answer to both questions. This a repair or replace parts BPA…please see your parts list provided by the Lock Shop they can do their due diligence on how long it takes to repair and or replace those items on the list and base their cost on those parts.
