About this opportunity

The General Services Administration Public Buildings Service has awarded a sole-source contract to M&M Welding & Fabricators, Inc. (UEI: CMQGLNME9S36) for heating and cooling repairs at JBAB Building 410 under contract 47PE5226P0002 on September 28, 2026. The award value and specific period of performance are redacted.

The justification cites 41 U.S.C. 1901, grounded in urgency and the contractor's unique qualifications. JBAB Building 410 requires urgent restoration of adequate heating and cooling to warehouse and administrative office spaces. Work includes terminal air boxes (TABs) for existing rooftop units (RTUs) and variable air volume (VAV) boxes, installation or replacement of variable volume terminal (VVT) units with VAVs, HVAC equipment sensor and controller programming, system testing, balancing, commissioning, and operational verification.

Market research determined that only one vendor possesses the requisite capability and experience. M&M Welding & Fabricators brings 50+ years of commercial HVAC and mechanical engineering experience, extensive prior work on the White House Complex and JBAB White House Annex, and existing top-secret security clearances with detailed knowledge of the facility's legacy HVAC infrastructure. The contractor's security clearance status and rapid mobilization capability are critical given the facility's strict access restrictions. No presolicitation or solicitation notice is published due to urgency and security protocols. Fair and reasonable pricing will be determined through independent government estimates and price analysis. Place of performance is JBAB Building 410.
