About this opportunity
Air Mobility Command anticipates procuring a remote generator monitoring system and associated services for Joint Base Charleston, with responses due July 27, 2026. No set-aside applies.
The system will monitor 65 generators across four geographically separated base locations—Joint Base Charleston, Naval Weapons Station Charleston, North Auxiliary Airfield, and Short Stay Recreational Area—in South Carolina. The solution must function as a data acquisition platform integrating into the existing Energy Management Control System (EMCS) architecture to provide real-time, centralized notification of electrical and generator failures, replacing manual inspection processes.
The generator population presents three distinct integration challenges: 18 units have confirmed Monico-compatible communication capability; 7 units are believed compatible but require discovery and confirmation; approximately 40 older Cummins generators may or may not have Cummins network cards and commissioned ProtoNode gateways currently installed and operational. The monitoring system must support Cummins, Caterpillar, and Generac generators; operate via Modbus TCP/IP and Modbus RTU over RS-485 communications; and run on Government-owned/on-premises architecture without vendor cloud services. The system shall provide comprehensive monitoring including generator run status, breaker position, voltage, current, frequency, KW/kVA, fuel level, coolant temperature, oil pressure, battery parameters, and automatic transfer switch (ATS) monitoring. The system must be expandable with minimum 25 percent spare capacity, maintain 12 months of historical data, support password-protected role-based access, and include cybersecurity documentation. Deliverables include system commissioning, functional testing, and operator training for Government personnel.
Notice text
Joint Base Charleston is seeking manufactures of remote generator monitoring systems and associated services. See attachments for specifics.
This project will procure and install a remote monitoring system for 65 generators across Joint Base Charleston's four geographically separated locations. This system is a data acquisition platform and will be integrated into the existing EMCS architecture, providing instant, centralized notification of any electrical or generator failures. This directly enhances base resiliency by replacing slow, manual inspection processes with real-time situational awareness, allowing for rapid response to power disruptions and ensuring mission continuity. The MP has provided that 18 generator systems have confirmed communication capability compatible with Monico integration. An additional 7 units are believed to be compatible but require additional discovery and confirmation. Approximately 40 units have been identified as older Cummins generators which may or may not currently have the required Cummins network cards and commissioned Cummins ProtoNode gateways installed and operational.
