About this opportunity
The Department of the Air Force Air Mobility Command seeks procurement and installation of an on-premise generator monitoring system for the 628th Civil Engineer Squadron at Joint Base Charleston, with proposals due September 3, 2026, and questions due August 26 at 2 pm EST. The RFQ is unrestricted; however, offerors qualifying as HUBZone small businesses receive a 10 percent evaluation preference.
Place of performance is Joint Base Charleston, North Charleston, South Carolina, with inspection and acceptance occurring at Building 625 (DoDAAC F1M3E3). The system must monitor approximately 65 generator units and associated Automatic Transfer Switch (ATS) systems across the Air Base and Naval Weapons Station.
The requirement mandates an on-premise, cloud-free solution meeting Air Force and DoD cybersecurity standards, including FIPS 140-2/140-3 cryptographic validation for all data-in-transit and DISA Approved Products List compliance for managed switches. The system must include protocol conversion gateways for approximately 40 older Cummins units with PCC controllers, a FIPS-validated inline security appliance as a compensating control, a centralized HMI display with audible and visual alarm annunciation, DC power buffering, and onboard data buffering with minimum 30 days of offline logging. The solution must support future expansion to at least 82 total nodes without software replacement. No Wi-Fi or cellular connectivity is permitted. All proposed hardware, software, and configurations must comply with Trade Agreements Act requirements.
Delivery is required by December 18, 2026, on a firm fixed-price basis for one unit. Offerors must submit a priced Comprehensive Bill of Materials identifying all equipment, components, parts, materials, item descriptions, quantities, unit prices, manufacturer names, and model numbers. NAICS code is 334515 (Instrument Manufacturing for Measuring and Testing Electricity and Electrical Signals); small business size standard is 750 employees. Award will be made to the responsible offeror whose offer is most advantageous based on price, technical compliance, past performance relevancy and recency, and delivery timeline. Offers must remain firm for 60 calendar days.
Notice text
The 628th Civil Engineer Squadron (CES) requires a new Facility-Related Control System (FRCS) for generator monitoring. The current system is non-existent and needs to be a modern, secure, on-premise solution that meets all current Air Force cybersecurity standards. The primary objective of this project is to procure and install a new, on-premise generator monitoring system and replace the associated network hardware to ensure continuous, secure, and reliable operational oversight.
All Questions are due no later than 2 pm EST 26 August 2026.
Please read and follow any instructions contained in clause 52.212-1. Also, be mindful of evaluation criteria under clause 52.212-2.
NOTE: Offeror is required to submit a priced Comprehensive Bill of Materials (BOM) that identifies all equipment, components, parts and materials required to complete the installation and meet the requirements. Furthermore, the BOM shall include item descriptions, quantities, unit prices, manufacturer names and model numbers (as applicable). The information provided must be sufficient to verify technical compliance and evaluate the completeness of the proposed solution.
