About this file
This document is a Salient Characteristics statement for a federal procurement by the Department of the Air Force, Headquarters 628th Air Base Wing (AMC) at Joint Base Charleston, South Carolina, dated 12 June 2026.
The Government seeks to procure a centralized remote generator and Automatic Transfer Switch (ATS) monitoring system capable of monitoring approximately 65 existing standby generators and associated ATS units across Joint Base Charleston and geographically separated units including Naval Weapons Station Charleston, North Auxiliary Airfield, and Short Stay Recreational Area. The system must be compatible with Cummins, Caterpillar, and Generac generators and industry-standard controllers, support Modbus TCP/IP and Modbus RTU over RS-485 communications, and operate on a Government-owned/on-premises architecture without requiring vendor cloud services. The system shall include industrial communication gateways, protocol conversion capability, and hardened industrial-grade hardware suitable for mechanical and electrical room installation. The monitoring system must provide comprehensive generator monitoring including run status, breaker position, voltage, current, frequency, KW/kVA, fuel level, coolant temperature, oil pressure, and battery parameters, as well as ATS monitoring including source availability status, position indication, transfer event logging, and alarm capabilities. The system must be expandable with minimum 25 percent spare capacity, maintain 12 months of historical data, support password-protected user accounts with role-based access, include cybersecurity documentation, and provide system commissioning, functional testing, and operator training for Government personnel. Warranty shall be provided by equipment manufacturers and installing contractors.
