About this opportunity

The U.S. Army Corps of Engineers Norfolk District published this Special Notice on November 20, 2025, to share post-event documentation from a virtual industry day held on November 18, 2025, regarding the anticipated James River Maintenance Dredging Indefinite Delivery/Indefinite Quantity (IDIQ) contract. The notice is classified as a Total Small Business set-aside opportunity and includes presentation materials, attendance records, and question-and-answer session minutes from the industry engagement event. The Norfolk District hosted this event to inform dredging contractors about the upcoming contract and associated seed project. Points of contact for inquiries are Susan Ellis, Contract Specialist, and Nikki Kirtsey, Contracting Officer. This pre-solicitation outreach represents the agency's effort to prepare the market for a significant federal contracting opportunity in the dredging industry.

The primary objective of this Special Notice is to disseminate information gathered during the industry day to contractors interested in bidding on the James River Maintenance Dredging contract. The solicitation is anticipated for February 2026, with contract award expected in July 2026, and the five-year single award task order contract carries a total capacity of $47 million under NAICS code 237990. Eligibility is restricted to small business contractors, as indicated by the 100 percent small business set-aside designation. The contract scope involves maintenance dredging of approximately 1.0 million cubic yards along a 90-mile waterway corridor from Hampton Roads to Richmond, Virginia, with production rates varying between 3,000 and 7,500 cubic yards per day depending on location and anticipated task orders ranging from $500,000 to $5 million annually. Key operational requirements include cutter-head pipeline dredging with specific environmental restrictions prohibiting work from February 15 through June 30 to protect anadromous fish, along with comprehensive environmental monitoring and endangered species observation protocols.
