About this opportunity
The U.S. Army Corps of Engineers (USACE), Norfolk District, has issued a Special Notice announcing a virtual Industry Day event scheduled for November 18, 2025, from 10:00 a.m. to 12:00 p.m. EST. This notice is directed toward dredging industry contractors interested in participating in an anticipated James River Maintenance Dredging Indefinite Delivery/Indefinite Quantity (IDIQ) contract and its associated seed project. The event is being held to provide information about the project and gather industry feedback, though no formal solicitation currently exists. The Industry Day will feature presentations from USACE personnel, including the Contracting Officer, Project Manager, and Environmental Manager, covering project background, environmental considerations, and contracting procedures. Interested contractors must register by emailing their name, company affiliation, industry relation, and email address to Contract Specialist Susan Ellis at susan.k.ellis@usace.army.mil no later than November 14, 2025, to receive a virtual calendar invite.
The purpose of this Industry Day is to inform the dredging industry about the James River Maintenance Dredging project and solicit feedback from potential contractors prior to formal contract solicitation. The opportunity is set aside for Total Small Business, establishing eligibility limited to small businesses as defined by the Small Business Administration. Key details regarding the seed task order include maintenance dredging operations on two Upper James River channel segments—the Richmond Deepwater Terminal Channel and the Richmond Deepwater Terminal to Hopewell Channel—with dredging to specified depths of -22 and -25 feet Mean Lower Low Water, allowing for one foot of overdepth. The work involves approximately 300,000 cubic yards of dredging material across multiple line items including mobilization, pipeline installation, and transportation, with a 240 calendar day completion timeline following notice to proceed. The NAICS classification is 237990 (Other Heavy and Civil Engineering Construction), and participation in the Industry Day is voluntary and intended to facilitate communication between USACE and the contractor community rather than serve as a marketing or promotional platform.
