About this opportunity

Naval Facilities Engineering Command intends to increase the existing IDIQ contract N6945022D0043 by $10 million for Option Period 3, Base Operations Support services at Naval Air Station Pensacola and Naval Hospital Pensacola, Florida, on a sole-source basis.

The increase is justified under 10 USC 3204(a)(2), Unusual and Compelling Urgency, to address damage from Hurricane Isaias, which made landfall as a Category 2 hurricane on September 9, 2026. Required services include rapid mobilization and stabilization efforts: roofing crews to dry-in facilities using blue tarps and plywood; drying of wet building interiors including carpet, walls, and fixtures; dehumidification to prevent mold and bacterial growth; rip-out and tear-out crews to remove and dispose of saturated or damaged materials such as drywall, insulation, carpet, and ceiling tile; and mold remediation. The justification states it is not practicable for any company other than the incumbent to provide the required services. Pricing will be determined separately for each proposed IDIQ action using RS Means Catalog pricing, established Unit Price List rates, Independent Government Estimates, and historical data. The existing BOS contract covers facilities support services including Facility Investment, Utilities, Electrical, Wastewater, Steam, Water, Compressed Air, SCADA, Telecommunications, Chiller Plant, Base Support Vehicles, and Environmental services. NAVFAC SE notes that future similar requirements will be evaluated for placement on alternative acquisition vehicles including Job Order Contracts, Multiple-Award Construction Contracts, or Small Business Administration 8(a) programs.
