About this file

This is a Justification and Approval (J&A) for Use of Other Than Full and Open Competition issued by the Naval Facilities Engineering Systems Command Southeast (NAVFAC SE), Regional Officer in Charge Construction (ROICC) at Naval Air Station (NAS) Pensacola, Florida.

The document requests approval to increase the existing Indefinite Delivery/Indefinite Quantity (IDIQ) contract N6945022D0043 by $10,000,000 for Option Period 3, CLIN 0008, to provide Base Operations Support (BOS) services at NAS Pensacola. The work is necessitated by damage from Hurricane Isaias, which made landfall as a Category 2 Hurricane on September 9, 2026. The required services include rapid mobilization and stabilization efforts encompassing provision of multiple roofing crews to dry-in facilities using blue tarps and plywood; drying out wet building interior materials such as carpet, walls, and fixtures; dehumidification of interior spaces to prevent mold and bacterial growth; rip-out/tear-out crews to remove and dispose of saturated or damaged materials including drywall, insulation, carpet, and ceiling tile; and mold remediation. The existing BOS contract covers facilities support services including Annex sub-annexes such as Facility Investment, Utilities, Electrical, Wastewater, Steam, Water, Compressed Air, SCADA, Telecommunications, Chiller Plant, Base Support Vehicles, and Environmental services. The contracting authority cited is 10 USC 3204(a)(2) (Unusual and Compelling Urgency). The justification indicates that no additional market research was conducted and no separate synopsis was published, as it is not practicable for any company other than JAMS to provide the required services. Pricing will be determined separately for each proposed IDIQ action using RS Means Catalog pricing, established Unit Price rates (UPL), Independent Government Estimates, and historical data. Future similar requirements will be evaluated for placement on alternative acquisition vehicles such as Job Order Contracts (JOC), Multiple-Award Construction Contracts (MACC), or Small Business Administration 8(a) programs.
