About this opportunity

The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 4 is procuring comprehensive maintenance services for laboratory equipment at the VA Pittsburgh Healthcare System through an Indefinite Delivery Indefinite Quantity (IDIQ) contract. The contractor will provide preventive maintenance, corrective maintenance repairs, and software updates for 19 pieces of laboratory equipment including tissue processors, cryostats, coveslippers, slide stainers, embedding centers, microtomes, and slide printers. Key requirements include employment of fully qualified Field Service Engineers with OEM training certification, provision of 24/7 remote technical support, guarantee of 98% system uptime per equipment per quarter, and compliance with OSHA bloodborne pathogen standards and HIPAA requirements. Evaluation will be based on three criteria: technical capability addressing maintenance delivery, parts availability, remote support, and service hours; past performance demonstrated through three relevant references from the past three years; and price. The deadline for submission of proposals is March 25, 2026, at 11:00 AM EDT, with the questions deadline having passed on March 18, 2026, at 3:00 PM EST.

This is an unrestricted acquisition with no set-aside designation and an anticipated contract value of $34 million. The contract period extends five years from March 27, 2026, through March 26, 2031, with funding provided on a separate task order basis each year rather than through a traditional base year plus option year structure. Offerors must submit a single unit price for all 60 months with uniform monthly pricing across all five years. Maintenance services will be provided during normal business hours of 8:00 AM to 5:00 PM EST, Monday through Friday, excluding federal holidays, with all preventive and corrective maintenance, parts, software updates, travel, and labor included at no additional cost. The work will be performed at the VA Pittsburgh Healthcare System, with proposals required to be submitted electronically to keri.hester1@va.gov.
